MIDNAPORE: A first-year student of a college in Midnapore has allegedly been ragged by two seniors over the last few months. The victim, a tribal girl, has also alleged that the hostel authority had turned a deaf ear to her repeated complaints. On Sunday, her father finally lodged a police complaint, seeking action against the accused.

In her complaint, the girl has named second-year students Snigdha Das and Monalisa Mondal. The duo would assault her physically whenever she tried to protest. She had approached hostel in charge Rina Pal and matron Bijoli, but they allegedly abused her instead of taking action against the accused, the victim has written in her complaint. Officers of Kotwali police station are probing the complaint. They have spoken with the college authority, but there has been no assurance from them.

But on her return the two seniors allegedly threatened to kill Hansda as she dared to complaint about the ragging. The girl called her father who in turn approached the Kotwali police station. Though the police in-charge spoke with the college authority, there was no assurance from them and the girl was taken away by the police and her family from the hostel on Sunday evening.

Kolkata: Ragged and threatened by two of her college seniors for months with hostel authorities turning a deaf ear to her plight, a first-year tribal student in Bengal`s West Midnapore district has now approached police.

The first-year student of Midnapore`s Raja Narendra Lal Khan Women`s College Sunday approached Superintendent of Police Bharati Ghosh after the Kotwali police station refused to lodge her complaint.

"The girl was with me Sunday and told me about her ordeal. We have registered a complaint and are looking into the matter," Ghosh told IANS Monday as she rejected the allegations that the Kotwali police station refused to take her complaint.

Both the girl and her father have asserted that they were turned away by police before they finally approached Ghosh.
The girl has named two second-year students in her complaint that they would repeatedly harass her mentally and physically. She has also accused the in-charge and matron of the hostel of ill treating her after she complained to them about ragging.

"The two seniors would regularly abuse and torture me physically and mentally. Even the hostel matron called me after I approached her complaining against them," said the girl, who has now decided to quit the college.

The college authorities, however, have claimed that the Physiology honours student never approached either any of the teachers or the institute`s anti-ragging squad. 
"She has never approached us with any complaint regarding ragging. In fact, a day before she went to the superintendent of police, the two seniors whom she had named had actually made a complaint to us saying she used to misbehave with them," acting principal Krishna Maity told IANS.

Maity said the anti-ragging squad has initiated a probe into the matter and will submit a report within a week.

Ragging at PEC to be viewed seriously

Freshers to the B. Tech. course at the Pondicherry Engineering College (PEC) can walk into its portals without fear of being subjected to ragging when classes begin on August 6.

The PEC has warned that ragging would be viewed seriously and students involved in ragging would be arrested according to the stipulated rules and regulations.

The administration has taken all steps to curb the menace of ragging at all levels on the Pondicherry Engineering College campus, D. Govindarajulu, college principal, said.

He has warned that any student found to indulge directly or forcing others to indulge in any form of ragging would be viewed very seriously and action taken immediately to suspend or dismiss the student apart from initiating criminal proceedings as per the law.

“Ragging is a non-bailable offence and is punishable with imprisonment ranging up to two years.

“First year students may feel safe on the PEC campus and parents are requested to advise their wards accordingly,” he said.

भोपाल (नप्र)। मौलाना आजाद नेशनल इंस्टीट्यूट ऑफ टेक्नोलॉजी (मैनिट) और नेशनल इंस्टीट्यूट ऑफ फैशन टेक्नोलॉजी (एनआईएफटी) के छात्रों ने सीनियर्स पर प्रताड़ना का आरोप लगाते हुए यूजीसी की एंटी रैगिंग हेल्पलाइन को शिकायत की है। हेल्पलाइन ने शिकायत मिलने के साथ ही इसे कार्रवाई के लिए संस्थान को फॉरवर्ड कर दिया है। मामले में सभी आरोपी छात्र आंध्रप्रदेश और तेलंगाना के रहने वाले हैं। वहीं सभी पीडि़त छात्र आध्रप्रदेश के रहने वाले हैं।

मैनिट के छात्र ने जहां आरोपी छात्रों के खिलाफ नामजद शिकायत की है, वहीं एनआईएफटी के छात्र ने आरोपी छात्रों के नामों का खुलासा नहीं किया है। मैनिट के छात्र ने बताया कि वह आंध्रप्रदेश का रहने वाला है और फर्स्ट इयर का छात्र है। छात्र के मुताबिक फर्स्ट इयर के कुछ छात्रों को हॉस्टल नंबर एक और कुछ छात्रों को हॉस्टल नंबर दो में रखा गया है। हॉस्टल नंबर दो में रहने वाले छात्रों को तो सीनियर्स ने प्रताड़ित करना बंद कर दिया है, लेकिन हॉस्टल नंबर एक में रहने वाले छात्रों के साथ रहने वाले छात्रों के साथ अब भी परिचय के नाम पर रैगिंग की घटना हो रही है।

इनमें संस्थान के छात्र लाकम अजय सिंह, गुंडाला अविनाश, रैकाला भारत सिम्हा, मालौथ प्रवीण, चालुवाली अविनाश, कोल्ली परशुराम, यशवंत साई, गब्बुरी लोकेश और कैमेपल्ली राकेश शामिल हैं। ये सभी आरोपी छात्र आंध्रप्रदेश और तेलंगाना के रहने वाले हैं। साथ ही जिनके साथ रैगिंग हुई है, वे सभी भी आंध्रप्रदेश के रहने वाले हैं। पीड़ित छात्रों में तेजेश नायक, बथुला प्रसुथ, त्रिसोनम गुनाम, श्रीकार नायडू, केशव और कृष्णानाथ शामिल हैं। पीड़ित छात्र ने शिकायत पर जल्द कार्रवाई की मांग की है। वहीं डायरेक्टर प्रो. अप्पू कुट्टन का कहना है कि उन्हें हेल्पलाइन से शिकायत मिली है। वे इसकी जांच करवा रहे हैं।

एनआईएफटी के छात्रों का नाम का खुलासा नहीं

एनआईएफटी के छात्र ने भी रैगिंग की शिकायत की है। हालांकि शिकायत में फरियादी छात्र ने न तो अपने नाम का खुलासा किया है और न ही पीड़ित छात्र के नाम का। वहीं संस्थान की ओर से हेल्पलाइन को मामले की जांच का आश्वासन दिया गया है।

Fresh ragging incident rocks MANIT TNN | Aug 3, 2014, 09.31AM IST

BHOPAL: Another incident of ragging on Maulana Azad National Institute of Technology (MANIT) campus has come to haunt the institute. Students from Andhra Pradesh and Telangana filed a complaint on official portal of anti-ragging of UGC helpline centre on Saturday.

In their complaint, students said ragging is rampant in hostel number 1. "We are forced by seniors to rag juniors," students said in complaints. "We are mentally and physically tortured by seniors daily," they said.

Complainants also named their seniors who are responsible for ragging. These are Lakam Ajay Kumar (metallurgical science and metallurgical engineering, pass out), Gundala Avinash (computer science, 4th year), Rekala Bharath Simha Reddy (computer science, 3rd year), Maloth Praveen (metallurgical science and metallurgical engineering, 3rd year), Chaluvali Anjaneya Avinash (mechanical, 3rd year), Yeshwanth Sai (electrical and electronics, 3rd year), Gobburi Lokesh (3rd Year), Chavala Manoj (chemical engineering, 3rd Year), Kolli Parasuram (electrical and computer engineering, 3rd year), Kamepalli Rakesh (mechanical, 3rd year).

Kokrajhar, Aug. 2: Altogether 24 students of Classes VIII and IX were allegedly beaten up last evening by their Class X seniors in what is being described as a “ragging incident” at Jawahar Navodaya Vidyalaya, Kamarguri, in Chirang district.

According to sources, a group of five to six Class X students beat up 24 junior students with sticks. The injured students include five studying in Class VIII and 19 in Class IX.

The injured students have alleged they were beaten with bamboo and even iron rods used to tie mosquito nets. The students received severe injuries in their bodies. The injured students were admitted to Betagaon civil hospital in Bijni subdivision for treatment.

The guardians alleged that the school authority even tried hush up the matter and did not inform them nor did they take appropriate action against the incident. It was only after the students were admitted to the hospital that the matter came to light.

The parent and guardians of the students have demanded strong punishment to the students involved in the incident. The junior students alleged the Class X students were involved in ragging incidents on the school campus on earlier occasions too.

The school authorities refused to comment on the matter and said a meeting has been called to discuss the incident. This is not the first time that such incident has occurred at a Jawahar Navodaya Vidyalaya in Chirang district and in Assam.

On July 29 last year, 16 students of Classes VII and VIII were severely beaten up by students of Class XII at the Jawahar Navodaya Vidyalaya, Ransaidram, in Chirang district. The accused students were later rusticated.

In September 29, 2013, a teacher beat up 46 girl students of the same school for “not obeying her”. Of the 46 students, 15 had to be hospitalised, while another was left with a broken tooth.

On August 26 the same year, 19 Class IX students of Jawahar Navodaya Vidyalaya at Monacharra in Hailakandi district had fled the school, hoping to meet the deputy commissioner to complain about the frequent “ragging”. They were assured that the school authorities would listen to their pleas. The school authorities, however, suspended the Class XI and XII students who were involved in the alleged “ragging”, along with the 19 students who had fled the school.

Various student unions and organisations, including Absu, AASU, AKRSU, Bengali Students Federation, condemned the incident and urged school authorities and the district administration to take stern action against the senior students.

भोपाल. मौलाना आजाद राष्ट्रीय प्रौद्योगिकी संस्थान (मैनिट) में एक बार फिर रैगिंग की शिकायत सामने आई है। शिकायत में कहा गया है कि मैनिट के हॉस्टल में रैगिंग होने के साथ ही तीसरे और चौथे वर्ष के छात्र दूसरे वर्ष के छात्रों पर नए स्टूडेंट्स की रैगिंग लेने का दवाब डाल रहे हैं।

 

नेशनल एंटी रैगिंग हेल्पलाइन में हुई शिकायत में रैगिंग लेने का दवाब डालने वाले ज्यादातर सीनियर छात्र आंध्रप्रदेश व तेलंगाना के बताए गए हैं। इस मामले में करीब 18 छात्रों के खिलाफ शिकायत की गई है। शिकायत के बाद मैनिट प्रबंधन ने जांच कराने की बात कहकर चुप्पी साध ली है।

पिछले दिनाें ही मैनिट डायरेक्टर प्रो.अप्पू कुटटन ने छात्रों को सर्कुलर जारी कर इस समय प्लेसमेंट सीजन चलने के कारण रैगिंग व मारपीट जैसी गतिविधियों से दूर रहने की हिदायत थी। यही नहीं, पिछले हफ्ते ही एंटी रैगिंग चार्ट जारी कर संस्थान के लगभग सभी फैकल्टी मेंबर्स काे रैगिंग रोकने के लिए कैंपस और हॉस्टल में नजर रखने की जिम्मेदारी सौंपी थी। इन तमाम प्रयासों के बाद भी संस्थान के हॉस्टल में रैगिंग होने की बात सामने आयी है। 

शिकायत में कहा- हॉस्टल नंबर एक व दो में लगातार हो रही रैगिंग 

हेल्पलाइन को की गई शिकायत में कहा गया है कि हॉस्टल नंबर एक और दो में लगातार रैगिंग हो रही है। हॉस्टल के कुछ छात्र रैगिंग रोकने की कोशिश कर रहे हैं लेकिन उनके सीनियर न केवल रैगिंग लेने का दवाब डाल रहे हैं बल्कि रैगिंग भी ले रहे हैं। नए प्रवेशित छात्रों की रैगिंग लेने के लिए थर्ड और फोर्थ ईयर के छात्र सेकंड ईयर के छात्रों को शारीरिक और मानसिक रूप से प्रताड़ित भी  कर रहे हैं। हेल्पलाइन ने शिकायत मैनिट प्रबंधन को फाॅरवर्ड कर दी है।

एनआईएफटी में भी रैगिंग की शिकायत

उधर, नेशनल इंस्टीटयूट ऑफ फैशन टेक्नोलॉजी (एनआईएफटी) में भी रैगिंग होने की शिकायत नेशनल एंटी रैगिंग हेल्पलाइन में गई है। यह शिकायत शहर के सोशल एक्टिविस्ट अजीत नारायण ने की है। हेल्पलाइन ने जब संस्थान प्रबंधन को यह शिकायत फाॅरवर्ड की तो प्रबंधन ने इससे इंकार किया।  डायरेक्टर यूएस टोलिया ने संस्थान में रैगिंग होने की कोई शिकायत मिलने से इंकार किया है।

नई दिल्ली. अभिभावकों या टीचर्स को बच्चों को पीटना या गालियां देना महंगा पड़ सकता है। बच्चों के खिलाफ ऐसा व्यवहार आने वाले दिनों में पांच साल के लिए जेल करा सकता है। यही नहीं, कॉलेज में किसी छात्र की रैगिंग करने के चलते भी तीन साल की जेल हो सकती है। बच्चों के खिलाफ होने वाली वाली हिंसा को रोकने के लिए सरकार कड़े कानूनों के ड्राफ्ट पर काम कर रही है। सरकार जुवेनाइिल जस्टिस एक्ट 2000 की जगह नए कानून पर काम कर रही है। पुराने कानूनों के स्थान पर सरकार जुवेनाइल जस्टिस (केयर एंड प्रोटेक्शन ऑफ चिल्ड्रेन) बिल 2014 को पेश करने वाली है। नए कानूनों को सरकार ने बच्चोंं के अधिकारों और अंतरराष्ट्रीय कानूनों को ध्यान में रखकर तैयार किया है। 

 

महिला एवं बाल विकास मंत्री मेनका गांधी ने शुक्रवार को लोकसभा में भी नए प्रस्तावित ड्राफ्ट बिल के बारे में बताया था। इस बिल पर अंतर मंत्रालय सलाह-मशविरा चल रहा है। कैबिनेट की अनुमति के बाद बिल को लोकसभा में पेश किया जाएगा। यदि बिल संसद के दोनों सदनों में पास हो जाता है और कानून बन जाता है तो भारत दुनिया के ऐसे चालीस देशों में शामिल हो जाएगा जहां बच्चों को शारीरिक दंड निषेध है और दोषी के लिए सजा का प्रावधान है।  

 

क्या है बिल में 
बिल में किसी बच्चे को मारने-पीटने और गालियां देने को भी corporal punishment यानी शारीरिक दंड माना गया है।  जुवेनाइल कोर्ट यदि किसी शख्स को ऐसे मामले में दोषी पाता है तो पहली बार की हरकत पर उसे छह माह की जेल और जुर्माना लगा सकता है। दूसरी बार में सजा की अवधि तीन साल हो सकती है। ड्राफ्ट के प्रावधान के मुताबिक, 'यदि शारीरिक दंड देने से बच्चों को कोई मानसिक अवसाद या गंभीर आघात पहुंचता है तो दोषी को सश्रम तीन साल के कारावास और पचास हजार का जुर्माना भुगतना पड़ेगा। इस सजा को पांच साल के लिए बढ़ाया जा सकता है और जुर्माने की राशि को एक लाख रुपए किया जा सकता है।' 

 

बिल में रैगिंग को भी दंडनीय अपराध माना गया है और यदि इससे किसी को मानसिक या शारीरिक आघात पहुंचता तो दोषी के लिए तीन साल की सजा का प्रावधान किया गया है। रैगिंग के लिए नए प्रावधान में ने केवल छात्रों को बल्कि कॉलेज मैनेजमेंट को भी जवाबदेह बनाया गया है।   

 

प्रस्तावित प्रावधान 

- 'शारीरिक दंड' देने के केस में अधिकतम पांच साल की जेल।
- रैगिंग दंडनीय अपराध होगा। दोषी व्यस्क छात्र को तीन साल की जेल और कॉलेज से निष्कासन।
- संस्थान का इंचार्ज यदि जांच में सहयोग नहीं कर रहा है तो उसके लिए तीन साल की सजा का प्रावधान।
- बच्चों की खरीद-फरोख्त करना, सामान बेचने के लिए बच्चों का इस्तेमाल करना या बच्चों से शराब, नशीले दवा या ड्रग जैसे पदार्थ - सप्लाई कराने के मामले में दोषी को सात साल की सजा का प्रावधान
- आतंकी गतिविधियों में बच्चों का इस्तेमाल करने वालों को सात साल की सजा। 

Delhi University Students pledge against Drugs and ragging

The Anti Drugs, Anti Ragging Campaign (ADAR) led by Leaders For Tomorrow (LFT), an organization working towards harnessing leadership skills, calls on students to pledge against ragging and drug abuse.
Over 60,000 students of Delhi University (DU) pledged against drug abuse and ragging in a two-day-long campaign organised by a Non-Governmental Organization (NGO) in partnership with the Delhi Police.
“LFT is a youth leadership movement which basically aims at raising awareness among college-goers regarding drug and substance abuse and also against ragging,” said LFT South Campus Campaign Head Siddharth Jain.
Adding to that, LFT South Campus Campaign Manager Utkarsh Srivastava said ,”ADAR campaign basically singles out freshers not only to raise awareness among them on issues of drug abuse and ragging but also involves them in various activities to awaken social consciousness among them.”
He said over 60,000 students of Delhi University have already pledged against drug abuse and ragging. ADAR campaign will be conducted in three phases to cover 150 colleges across the capital region. While the first phase covers DU, in the next two phases Indraprastha University and Jamia Milia Islamia will be covered.
“Most of the students in DU come from outstations and smaller towns. The new-found freedom and peer-pressure often leads them drug abuse. Through our volunteers and supporters we provide informed choice to such students.”
“The outcome of our efforts till now has been very positive and many students have found platforms to express their problems related to drugs and ragging that have been sorted,” said Siddharth, a third year student of Delhi College of Arts and Commerce, who is involved in the campaign.

CHENNAI: As first year engineering students packed their bags for their first day of college at Anna University, the campus was preparing itself to be an anti-ragging fortress. With a patrol vehicle distributing anti-ragging manuals and conducting orientation sessions, no stone was left unturned in the campaign against ragging on Friday.

The patrol car, which began its operations, had two staff from the university driving through the key spots in the campus. The car was equipped with video cameras, mikes and other paraphernalia to pass on the information immediately and catch the offenders. Anti-ragging notices had been put up on vehicles to raise awareness.

“The car will continue to patrol the campuses till the first semester examination. The total cost of operating the car in the campus for the next months will be around `2 lakh,” said a professor, who is involved with the anti-ragging measures at the campus.

The car will patrol the main gate, CEG canteen, girls and boys hostels, science blocks, first year classrooms in the main building, first year workshops and laboratories.

Anti-ragging sessions were given to students as part of the orientation classes to provide awareness on any such activity.

Definition of Ragging

Any act which causes or is likely to cause physical or physiological harm or raise apprehension, fear or shame to a student. It includes teasing, abusing or playing practical jokes on, or causing hurt to a student and asking students to do an act or perform something which the student will not carry out in the ordinary course, willingly.

2. Fine to the tune of Rs 2.5 lakh

3. Dismissal from the educational institution

 4. Shall not be admitted in any other educational institution

 GUWAHATI, Aug 1 – Members of the All Guwahati Students’ Union (AGSU) and the Cotton College unit of AASU and student-artistes of Cotton College today staged street-plays highlighting the evil of ragging in several colleges of the city synchronizing with the opening day of the new academic session in colleges.

The student-artistes staged the street-plays in the campuses of Handique Girls’ College, Cotton College, Guwahati Commerce College and B Borooah College, drawing attention and applause of the students. “We believe that the play would go a long way in highlighting the evil effects of the menace of ragging in our educational institutions and help check this disturbing trend through greater awareness,” the AGSU said in a statement.

The play would be staged in other colleges of the city tomorrow.

The students’ body also urged the college authorities to be vigilant and strict in cracking down hard on the menace of ragging.

 As per the Supreme Court directives, the students of all the colleges have to fill-up & submit the 'Anti-Ragging Affidavits' online to the Anti Ragging Cell, Government of India at www.antiragging.in(link is external) or www.amanmovement.org(link is external), even if they have submitted the same on a 'stamp paper' earlier.

All the students of II, III and IV year are requested to complete the aforesaid process on or before 22.07.2014. The filled affidavit will automatically be mailed to the parents' and students' email id, which they have to print, sign & submit to the faculty advisors on 23.07.2014 without fail.

कानपुर, जागरण संवाददाता: पॉलीटेक्निक में छात्रों के बीच रैगिंग को लेकर गुरुवार दोपहर एक बार फिर मारपीट हुई। एक छात्र गंभीर रूप से घायल हो गया उसे हैलट अस्पताल में भर्ती कराया गया है। पीड़ित का आरोप है कि उसे सीनियर अक्सर परेशान करते हैं। गुरुवार को भी रैगिंग को लेकर उसके साथ मारपीट की गयी। एसओ नवाबगंज ने बताया कि आरोपी छात्रों के खिलाफ मुकदमा दर्ज किया गया है।

विकास नगर गड़रियनपुरवा निवासी प्रिंस कुमार जायसवाल पालीटेक्निक में पेंट टेक्नालॉजी के फाइनल ईयर का छात्र है। गुरुवार दोपहर वह परीक्षा देकर लौट रहा था। छात्र का आरोप है कि वह विकास नगर पहुंचा था तभी सूर्यप्रकाश पांडेय, नबील अहमद, सौरभ ठाकुर, स्वप्निल, गौरव गुप्ता व राघवेंद्र समेत दो दर्जन छात्र आ गये। आरोप है कि उन्होंने उसके साथ गाली गलौज शुरू दी विरोध करने पर उन्होंने हॉकी और लाठी डंडों से पीटकर उसे घायल कर दिया आरोपी छात्रों ने प्रिंस का मोबाइल भी छीन लिया। आसपास के दुकानदारों के दौड़ाने पर आरोपी छात्र मौके से भाग निकले। सूचना पर पहुंची पुलिस ने प्रिंस के परिजनों को घटना की जानकारी देकर उसे मेडिकल के लिए हैलट भेजा। नवाबगंज एसओ मुकेश वर्मा ने बताया कि पीड़ित की तहरीर पर आरोपी छात्रों के खिलाफ मुकदमा दर्ज किया गया है। बताते चले कि बीते सप्ताह रैगिंग को लेकर छात्रावास में रहने वाले आधा दर्जन छात्रों ने आनंद नगर रावतपुर गांव के अंकुर शुक्ल व आवास विकास अंबेडकरपुरम के विशाल को पीटकर घायल कर दिया था। इस मामले में आरोपी छात्रों के खिलाफ पुलिस ने मुकदमा भी दर्ज किया था। यही नहीं यहीं के छात्रों ने एक माह पूर्व गुरुदेव पैलेस में कई लोगों की गाड़ियों पर पथराव करके उनके शीशे तोड़ दिए थे।

क्षेत्र में है पालीटेक्निक छात्रों का आतंक

पालीटेक्निक छात्रों का क्षेत्र के विकास नगर, शारदा नगर व आसपास आतंक है। आए दिन रैगिंग, गुटबाजी और वर्चस्व को लेकर मारपीट, पथराव और फायरिंग की घटनाएं होती रहती हैं जिसका खामियाजा यहां दुकानदारों को उठाना पड़ता है। सूचना मिलने पर जब तक पुलिस पहुंचती है सब भाग जाते हैं। अब तक संस्थान प्रबंधन द्वारा किसी भी छात्र के खिलाफ अनुशासनात्मक कार्रवाई नहीं की गयी है।
