SRINAGAR —  Students in Sri Pratap College, Srinagar Thursday alleged seniors of ragging them inside the college hostel.

Junior students from far-flung areas were thrashed, paraded and later humiliated by some senior students. 

"We were ragged because there is no warden in the hostel. How come college authorities allow students to rag us,” a student said.

College officials said that there is an officiating warden in the college who leaves at 4 pm every day.

Professor Muhammad Yaseen, principal of the college said that it was not ragging but some senior students wanted to have introduction session with juniors. “The matter has been resolved and I think they are friends now,” he said.

"The government is in process of creating a Warden post for the college and hopefully the college will have a Warden in near future, Prof Yaseen said.

“The acting warden is performing duty in letter and spirit,” he said.

Supreme Court of India has banned ragging in educational institutions and has described it a disorderly conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or indisciplined activities which cause or are likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student.

The anti-ragging affidavits, made mandatory for students every year if they want admission in any higher education institution, will be done away with this year.

The Raghavan Committee, set up by the University Grants Commission to suggest measures to counter ragging has decided that students don’t need to submit notarised anti- ragging affidavits this year.

“The committee met on Thursday and it was decided that the practice can be done away with this year. Students will have to submit undertakings vowing that they won’t indulge in ragging but the affidavit will not be necessary,” said Rajendra Prasad, member of the committee and principal of Ramjas College.

Parents and applicants had to run around each year before the admission process began to make sure they had a notarised affidavit ready at the time of admission. A number of students would come to know of this requirement only when they reached college to take admission.

“The idea behind having an affidavit was dual. One was to inform parents and their children of the consequences for indulging in ragging and second making them realize that colleges were serious about the affidavit. When the students have to work towards getting something, they realise its value,” said Prasad.

According to committee members, the regulations and the recommendations have successfully managed to reduce ragging in the last few years.

“As per statistics gathered over the years, instances of ragging have come down remarkably since the recommendations came into place,” he added.            

The committee now has another challenge ahead of it - to tackle the menace of racial discrimination.

Former HRD minister MM Pallam Raju had written to UGC chairperson in February this year, asking him to consider including racial discrimination against students, especially from northeast India, as ragging.    

The Raghavan Committee has decided to include racial discrimination under the ambit of ragging now and further clarity on the issue is expected after a few more meetings of the committee.

The decision to do away with affidavits, meanwhile, has pleased applicants.

“I understand that the government had to take strict action against ragging when the recommendations came out in 2007, but we have been informed and made aware about the pitfalls of such practices in school itself. As long as institutions continue to monitor the situation at the ground, I don’t think an affidavit is needed,” said Prateek Chaddha, a DU aspirant.

जागरण संवाददाता, बरेली : रैगिंग को लेकर यूजीसी ने भले ही कड़े निर्देश जारी किए हो लेकिन महाविद्यालयों में आते-आते इनकी हवा निकल जाती है। यह नियम केवल कागजों से बाहर नहीं आ पाते। रैगिंग के खात्मे के लिए चाहें प्रचार प्रसार की बात हो या फिर सभी महाविद्यालयों में एमरजेंसी कॉल यूनिट की।

नया सेशन से जुलाई से शुरू हो जाएगा, लेकिन महाविद्यालय हरकत में नहीं आए जबकि रैगिंग की रोकथाम के लिए प्रचार प्रसार, सीसीटीवी कैमरा, एंटी रैगिंग वेबसाइट और हेल्पलाइन कई महाविद्यालयों ने नहीं जारी की हैं। निर्देश जारी हुए थे कि कॉलेज के संवेदनशील स्थानों को चिहिन्त कर वहां सीसीटीवी कैमरा लगवाए जाएं लेकिन हकीकत में यह निर्देश महाविद्यालयों की दहलीज तक नहीं पहुंच सके। बरेली कॉलेज की बात करें तो यहां प्राचार्य ऑफिस के अलावा कहीं सीसीटीवी कैमरा नजर नहीं आएंगे। छापेमारी के लिए गठित होनी वाली सेल भी कागजों पर सिमट कर रह गई। इसके अलावा एमरजेंसी कॉल यूनिट एवं क्विक रिस्पांस के लिए एक सेल बनना था, यह भी अधिकतर महाविद्यालयों में नजर नहीं आता। वहीं कागजों पर सारे नियम पूरे चल रहे हैं।

जागरूकता के लिए वीडियो का लिया जाएगा सहारा

विश्वविद्यालय और महाविद्यालयों की वेबसाइट पर ऐसे वीडियो नजर आएंगे जो छात्रों को रैगिंग के खिलाफ जागरूक करेंगे। यह वीडियो वेबसाइट के एंटी रैगिंग के लिंक पर डाले जाएंगे। रैगिंग के प्रति जागरूक करने के साथ यह वीडियो प्रेरित भी करेंगे कि औरों को कैसे जागरूक किया जाए। रुहेलखंड विश्वविद्यालय इसकी कवायद में लग गया है। नए सेशन से विवि की वेबसाइट पर कई ऐसे वीडियो नजर आएंगे।

भोपाल (नप्र)। गांधीनगर स्थित सिस्टेक (सागर इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलाजी) की एक छात्रा ने यूजीसी की एंटी रैगिंग हेल्पलाइन को रैगिंग की शिकायत की है। एंटी रैगिंग हेल्पलाइन ने शिकायत को जांच के लिए सिस्टैक प्रबंधन और एसपी नॉर्थ को फॉरवर्ड कर दिया है। छात्रा ने अपना नाम सार्वजनिक करने से इनकार किया है। छात्रा की ओर से की गई शिकायत के मुताबिक उसके ही कॉलेज में पढ़ने वाली एक दर्जन छात्राओं ने उससे मारपीट की है। इससे उससे ब्लीडिंग भी हुई है। परीक्षा देने में भी वो परेशानी महसूस कर रही है। साथ ही वो बहुत डरी हुई है। यूजीसी की एंटी रैगिंग हेल्पलाइन ने शिकायत को सिस्टेक प्रबंधन को फॉरवर्ड कर दिया है। इस संबंध में कॉलेज के प्रिंसिपल से मोबाइल पर संपर्क करने का प्रयास किया गया, पर बात नहीं हो पाई।

PANAJI: Governor Bharat Vir Wanchoo chaired the sixth annual meeting as the ex-officio chairman of the state anti-ragging monitoring cell at Raj Bhavan on Monday.

Wanchoo appealed to all concerned to maintain a ragging-free atmosphere and to create a peaceful environment in all educational institutions. Expressing his appreciation over the absence of a ragging menace in the state, Wanchoo, while reviewing the existing mechanism, called for a close monitoring and enhanced supervision by authorities concerned to prevent such incidents. He emphasized that in order to achieve the avowed objective of advancement of education, the authorities including teachers should take special responsibility and devote more time and attention for the cause of students, which will ultimately enable the improvement of the quality of education in the state.

Suggestions to prevent ragging, which include appointment of wardens at Goa University, display of notice boards indicating the names and telephone numbers of authorities who may be contacted in case of any incident for immediate remedial action, were put forward. 

नए सत्र से रुकेगी रैगिंग: आधी रात को भी 18001805522 पर मिलेगी मदद

 इंदौर. नए सत्र से होस्टल या कॉलेज कैम्पस में रैगिंग को सख्ती से रोकने के लिए यूजीसी (यूनिवर्सिटी ग्रांट कमिशन) ने ऑल इंडिया हेल्पलाइन शुरू की है। आधी रात को भी हेल्पलाइन पर कॉल करने से मदद मिल जाएगी। साथ ही छात्र रैगिंग संबंधी तमाम जिज्ञासाओं को भी हेल्पलाइन के जरिए दूर कर सकेंगे।

दरअसल, जुलाई से शुरू हो रहे नए शिक्षा सत्र से कॉलेजों में एडमिशन ले रहे छात्रों को अब रैगिंग संबंधी कुछ कड़ी शर्तों का पालन करना होगा। इसमें छात्र और माता-पिता के लिए रैगिंग नहीं लेने संबंधी शपथ-पत्र को अनिवार्य कर दिया गया है। जो छात्र शपथ-पत्र नहीं भरेगा उसका एडमिशन पक्का नहीं माना जाएगा। 

इन नंबरों पर करें शिकायत  

यूजीसी ने जो नंबर जारी किए हैं वह 24 घंटे चालू रहेंगे। छात्र आधी रात को भी कॉल कर सकता है। शिकायत मिलने पर हेल्पलाइन से तत्काल पुलिस से संपर्क साधा जाएगा। इसके बाद छात्र को तत्काल मदद मिल जाएगी।

 

छात्र टोल फ्री नंबर 18001805522 पर कभी भी शिकायत कर सकते हैं। इसके अलावा छात्र बेहद इमरजेंसी होने पर कभी भी 09८18400116 और 09871170303 पर भी शिकायत कर सकते हैं।

एनजीओ को सांैपा जिम्मा 

जानकारी के अनुसार यूजीसी ने एक एनजीओ को इसका जिम्मा सौंपा है। एनजीओ सत्य कचरू ट्रस्ट रैगिंग संबंधी शिकायतों का डाटा एकत्रित करेगा। हेल्पलाइन के जरिए आने वाली एक-एक शिकायत को गंभीरता से हल किया जाएगा। कॉलेज में किसी भी कोर्स में प्रवेश लेने वाले छात्र को ऑनलाइन शपथ-पत्र भी भरना पड़ेगा। जो छात्र मैनुअली और ऑनलाइन शपथ-पत्र नहीं भरेंगे उनकी डिग्री तक निरस्त की जा सकेगी।

होस्टलों और कॉलेजों को करेंगे जागरूक

यूजीसी जल्द ही अभियान चलाकर होस्टलों और कॉलेजों को जागरूक करेंगे। साथ ही यूनिवर्सिटी को भी इस मामले में दिशा-निर्देश जारी किए जाएंगे। कुलपति डॉ. डी.पी. सिंह का कहना है कि यूजीसी की ओर से रैगिंग रोकने के नए निर्देश मिले हैं। उनका पूरी तरह पालन करवाया जाएगा।

36 साल पुराने पटेल ब्रिज के एक हिस्से की सीढिय़ों का छज्जा गिरा

36 बरस पुराने पटेल ब्रिज की सियागंज तरफ की सीढिय़ों का छज्जा रविवार शाम गिर गया। रैलिंग लटक गई। निगम के अमले ने क्षतिग्रस्त हिस्से को तोड़ दिया। इससे सियागंज से ब्रिज पर आने वाला रास्ता पूरी तरह बंद हो गया। 

सरवटे बस स्टैंड की ओर जाने वाली सीढिय़ों की रैलिंग के भी सरिये निकलने लगे हैं।
सियागंज के तरफ की ब्रिज की भुजा पर रैलिंग का बड़ा हिस्सा टूटा है। हादसा हो सकता है।

जल्द सुधारेंगे

ब्रिज के क्षतिग्रस्त हिस्से को जल्द ही दुरुस्त कर दिया जाएगा। रैलिंग में भी कई जगह सरिये निकल आए हैं, उन्हें भी सुधारा जाएगा।

Indore: Earlier it was sought but was not mandatory. But from this academic session, it’s compulsory for students to give in writing that they will not indulge in act of ragging. The University Grants Commission (UGC) has sent a copy of a gazette notification on “Regulation for Curbing Menace of Ragging in Higher Educational Institutions (second amendment) 2013” published in December last year.

As per the amendment, the students seeking admission in institutes need to fill an affidavit fill promising not to participate or promote ragging.Their admissions will be confirmed only after the students fill the affidavit. The UGC has released two formats of the affidavit one is meant for the students and another for their parents. Parents too need to give in writing that the institute will be free to take action against their ward if he/she was found indulge in ragging incidents.

The educational institutes have been taking these affidavits from the students at the time of admission since 2009 when the regulation first came but it was not a compulsion at that time. Not it is. The DAVV will soon circulate copy of the amended version of the regulation to the colleges.

हाइवे-58 स्थित एचआरआइटी संस्थान में कश्मीरी छात्रों के साथ रैगिंग को लेकर पनपे विवाद में बृहस्पतिवार को कालेज प्रबंधन ने जाच कमेटी गठित कर दी। अभी तक किसी भी पक्ष ने थाने में रिपोर्ट दर्ज नहीं कराई है। जम्मू-कश्मीर की दिल्ली स्थित विंग से एक डीएसपी भी मामले की जानकारी लेने के लिए कालेज पहुंचे। प्रबंधन ने कालेज स्तर पर ही विवाद को निपटाने और सभी छात्रों की पूरी सुरक्षा का आश्वासन पुलिस को दिया है।

हाइवे-58 स्थित एचआरआइटी संस्थान में बुधवार को कश्मीरी छात्रों ने अपने सीनियर छात्रों पर रैगिंग का आरोप लगाते हुए हंगामा किया था। हंगामे की सूचना पर मौके पर पहुंची पुलिस व संस्थान प्रबंधन ने छात्रों को समझाने का प्रयास किया लेकिन उग्र छात्र हंगामा करते हुए कालेज के गेट पर आ गए। इसके बाद कालेज प्रबंधन व पुलिस की मध्यस्तता के बाद छात्रों को कार्रवाई का आश्वासन देकर शात कराया गया।

इस मामले की जाच के लिए बृहस्पतिवार को जम्मू-कश्मीर पुलिस की दिल्ली स्थित विंग के डीएसपी अजाज अहमद भी कॉलेज पहुंचे और छात्रों से बात कर पूरी जानकारी ली। वहीं कालेज प्रबंधन ने दोषी छात्रों पर कार्रवाई के लिए 12 सदस्यीय कमेटी का गठन किया है। हालाकि देर रात तक कालेज प्रबंधन ने रिपोर्ट को सार्वजनिक नहीं किया था। वही सूत्रों से प्राप्त जानकारी के मुताबिक आधा दर्जन से अधिक छात्रों पर निष्कासन की गाज गिर सकती है। सीओ सदर राजेश पाडेय ने बताया कि इस मामले में कोई तहरीर किसी भी पक्ष से पुलिस को नहीं मिली है। छात्रों की सुरक्षा को लेकर कालेज प्रबंधन से बात की गई है। कालेज प्रबंधन ने बताया कि प्रबंधन पूरी तरह छात्रों की सुरक्षा को लेकर प्रतिबद्ध है। दोषी छात्रों के खिलाफ कार्रवाई की जाएगी।

क्या कहती है गाजियाबाद पुलिस

एसएसपी दफ्तर से दी गई जानकारी के मुताबिक, तीन जून की रात 23.25 बजे हॉस्टल में मारपीट की सूचना पर थानाध्यक्ष एचआरआईटी कालेज पहुंचे। कश्मीरी छात्रों ने बताया कि एक साथी बाथरूम में स्नान कर रहा था तभी वह जोर से चीखा। चीख सुनकर उसका साथी वहां पहुंचा। तब तक अन्य छात्र भी एकत्र हो गए। इतनी रात में चीखने को लेकर उन्होंने दोनों के साथ मारपीट की।

इस घटना के विरोध में चार जून को 30 कश्मीरी छात्रों ने कालेज प्रबंधन के खिलाफ रोष व्यक्त किया। प्रबंधन ने दोनों पक्षों के छात्रों को समझा-बुझा कर शांत कर दिया। प्रबंधन ने कहा कि निष्पक्ष जांच कराई जाएगी और जो दोषी पाया जाएगा, उसके खिलाफ कार्रवाई की जाएगी। वर्तमान में कोई विवाद नहीं है। कालेज पर सतर्क नजर रखी जा रही है। पुलिस की मौजूदगी का अहसास कराया जा रहा है। कालेज प्रबंधन ने थाने में पत्र देकर कहा है कि छात्रों के इस विवाद का निस्तारण कालेज स्तर पर ही किया जाएगा। प्रबंधन ने आश्वासन दिया है कि छात्रों की सुरक्षा के लिए हॉस्टल के प्रत्येक तल पर फैकेल्टी का एक सदस्य मौजूद रहेगा। हॉस्टल के सभी प्रमुख स्थानों पर सीसीटीवी कैमरे लगाए जाएंगे। किसी भी पक्ष ने कोई शिकायत पुलिस में नहीं दी है।

सागर के छात्र से इंदौर में रैगिंग, कोचिंग इंस्टीट्यूट ने कहा-यह तो टेस्ट था Bhaskar News Network|Jun 05, 2014, 09:52AM

सागर. नेशनल डिफेंस अकादमी यानी एनडीए में प्रवेश के लिए इंदौर के निक्स इंस्टीट्यूट में एंट्रेंस टेस्ट की तैयारी कर रहे सागर के एक छात्र से सीनियर छात्रों द्वारा रैगिंग का मामला सामने आया है। उसने सागर आकर एसपी सचिन अतुलकर से शिकायत की है। तबीयत बिगडऩे पर उसे जिला अस्पताल में भर्ती कराया गया है।

 

उधर, इंस्टीट्यूट प्रबंधन ने इसे कॉन्फ्रेंस के दौरान लिए जाने वाला टेस्ट बताते हुए रैगिंग की घटना से इंकार किया है। चमेली चौक सागर के रहने वाले शुभम ताम्रकार ने शिकायत में बताया कि 31 मई की रात 10 बजे उसे 12 सीनियर छात्र अपने साथ रूम में ले गए थे, जहां उसके कपड़े उतरवाकर उसे उल्टा लटकाया गया। पानी पिलाकर उल्टी करने को कहा।

 

रविवार को मौका पाकर वह इंस्टीट्यूट आ गया। परिजनों को सूचना दी। पिता इंदौर पहुंचे और डायरेक्टर से मिले थे। वे यह कहकर शुभम को साथ लाए हैं कि उसकी बहन की शादी होना है। शुभम ने कुछ सीनियर छात्रों के नाम भी बताए हैं। उसका कहना है कि डायरेक्टर ही छात्रों से रैगिंग लेने को कहते थे। उन्होंने एसपी से इस मामले में केस दर्ज करने की मांग की है।

रैगिंग नहीं कॉन्फ्रेंस ली गई थी

रैगिंग जैसा कोई मामला नहीं है। शुभम के पिता आए थे, उन्होंने कोई शिकायत नहीं की, बल्कि यह कहकर छात्र को अपने साथ ले गए कि उसकी बहन की शादी है। दरअसल, 5 दिन के टेस्ट के दौरान 2 दिन आउट डोर टेस्ट जंपिंग, रनिंग व अन्य फिजिकल टेस्ट कराए जाते हैं। 12 ऑफिसर एक साथ प्रश्नों के जवाब पूछते हैं। फिजिकल व मेंटल फिटनेस के लिए टेस्ट कराए जाते हैं, लेकिन जैसा छात्र बता रहा है ऐसा कुछ है नहीं। उसने जिन छात्रों के नाम बताए हैं उनसे मेरी बात हुई।

MALACCA: Ten seniors implicated in a ragging incident at Universiti Putra Malaysia have come forward to ask forgiveness from the parents of the freshmen.

MIC Youth deputy chief R. Thinalan said six of the parents accepted the apology and were awaiting response from another father.

“I spoke to the seniors and they admitted to the ragging but they claimed they never went overboard by forcing them to perform lewd gestures.

“They were distressed as their reputation has been marred by the allegation,” he said yesterday.

On Tuesday, seven UPM freshmen alleged that they were abused by 10 seniors, including being forced to strip and perform lewd acts on each other during ragging at the university hostel.

In the incident that allegedly happened from midnight to 4am last Thursday, the freshmen claimed they were forced to strip down to their underwear while their seniors took pictures of them.

They were then allegedly forced to perform lewd gestures, including grabbing each other’s private parts and touching their nipples while dancing to music.

Thinalan said the parents of the freshmen wanted him to settle the matter amicably without getting the seniors suspended because they would be sitting for a major examination soon.

“They are willing to forgive and forget after the seniors repented over their actions. MIC Youth will arrange for the meeting with one more parent to close the chapter,” he said.

One of the seniors told The Star that only one of the freshmen was adamant about punishment for the alleged abuse. He said they never went overboard.

“We know our boundaries and the consequences of severe ragging.”

MALACCA: Seven Universiti Putra Malaysia (UPM) freshmen were allegedly abused by 10 of their seniors, including being forced to strip and perform lewd acts on each other during ragging at the university hostel, said MIC.

According to the party’s Youth deputy chief R. Thinalan, the incident happened from midnight to 4am last Thursday.

“They were forced to strip down to their underwear while their seniors took pictures of them.

“They had to perform lewd gestures, including grabbing each other’s private parts and touching each other’s nipples while dancing to music,” Thinalan said in an interview yesterday.

“The freshmen were even forced to smoke and those who refused were threatened. One junior student was warned that they are at the mercy of the seniors until they complete their studies at the university.”

Thinalan added that the affected students lodged reports at the Serdang police station the next day.

He said that MIC had received complaints on the incident from the students’ parents, who were from Negri Sembilan, Malacca and Pahang.

“The parents were told by their children that they were traumatised by the whole incident.

“The students could hardly attend classes because of the torture inflicted on them and they were afraid that they would be targeted if UPM management doesn’t take action against the seniors,” he added.

“The parents have asked us for help as the freshmen believe that the seniors will only get a slap on the wrist as they are purportedly meritorious students.

“The parents are also afraid that their children could be ostracised for making the incident public,” he added.

A 47-year-old parent, who requested anonymity, said that he was saddened over the way his son was ragged.

“How would you feel if your son was subjected to the same humiliating and degrading treatment by other people?” he asked.

जागरण संवाददाता, गोरखपुर : सावधान हो जाइए। यदि आप कहीं भी किसी की रैगिंग कर रहे है तो कोई आप को देख रहा है। विश्वविद्यालय में रैगिंग रोकने के उद्देश्य से सोमवार को एंटी रैगिंग कमेटी की बैठक हुई जिसमें सर्व सम्मिति से निर्णय लिया गया कि महिला छात्रावासों, परिसर व कैंटीन पर सीसी कैमरे लगाए जाएंगे। यदि कोई भी रैगिंग करते पकड़ा गया तो कार्रवाई तय हैं। एंटी रैगिंग सेल का गठन होगा, हेल्पलाइन शुरू होगी। साथ ही टोल फ्री नंबर जारी किया जाएगा ताकि लोग अपने सुझाव दे सकते हैं।

बैठक दोपहर तीन बजे कमेटी हाल में शुरू हुआ। इसमें सभी कुलसचिव एसके शुक्ल, नियंता प्रो. ओपी पांडेय, अधिष्ठाता छात्र कल्याण के सदस्य, छात्रावासों के अभिरक्षक, अधीक्षक, नियंता मंडल के सदस्य आदि शामिल थे। अध्यक्षता करते हुए कुलपति प्रो. अशोक कुमार ने कहा कि रैगिंग को रोकने के लिए सुप्रीम कोर्ट एवं विश्वविद्यालय अनुदान आयोग की मंशा का पालन किया जाएगा। संवेदनशील स्थानों पर विशेष ध्यान देने की जरुरत है। सेट के सभी सदस्यों के नाम व मोबाइल नम्बर विवि परिवार को दिए जाएंगे। कुलपति ने कहा कि स्नातक स्तर पर प्रथम, द्वितीय व तृतीय के विद्यार्थियों से प्रवेश के समय शपथ पत्र भरवाया जाएगा कि वह कभी भी रैगिंग में शामिल नहीं होंगे। सत्र शुरू होने के साथ ही अभिभावकों के साथ बैठक होगी। एंटी रैगिंग सेल की विस्तृत जानकारी विवि की वेबसाइट पर अपलोड कर दिया जाएगा। उन्होंने कहा कि विवि में खास नजर रहेगी जहां प्रोफेशनल कोर्स चलते हैं। कुलसचिव एसके शुक्ल ने कहा कि रैगिंग अभिशाप है। इसे रोकने के लिए हर संभव प्रयास किए जाएंगे।

Strict vigil to ensure anti-ragging measures in colleges Shruthi H M, June 1, 2014, DHNS:

Colleges across the country can expect tougher monitoring for anti-ragging measures this year as the University Grants Commission’s anti-ragging initiative will sharpen its focus on compliance with regulations on the part of all higher education institutions.

Prof Raj Kachroo who spearheads the Aman Movement against ragging in education institutions, said the initiative would be accelerated from this year, with surprise inspections and insistence on voluntary compliance of norms by colleges.

The UGC has assigned the task of monitoring the anti-ragging helpline and maintenance of related database to Aman Satya Kachroo Trust, founded by Prof Kachroo. The trust was founded as tribute to his son Aman Kachroo, a medical student in Himachal Pradesh who succumbed to brutal ragging by his seniors.


Speaking to Deccan Herald here, Prof Kachroo said the focus until now rested heavily on the helpline and redressing of complaints.

From now on, it would be extended to closely monitoring the educational institutions for compliance of norms.

There are three envisioned components of the anti-ragging programme: The first is the complaint register which involves the call center where the Trust receives the complaints and ensures that the complaint is resolved as soon as possible.

The second is the compliance of regulation by colleges and the third part is spreading the awareness.

“We have been striving towards redressing complaints. We do not close any complaint until the complainant is satisfied. We also have been consistently working towards creating awareness. However, we found that the weakest link in the programme was abiding by regulations on part of colleges,” Prof Kachroo explained.

When it comes to the number of complaints, there are five states identified by the organisation as dark spots – Uttar Pradesh, Bihar, Madhya Pradesh, Odisha and West Bengal.

As per the specifications by the UGC, the Trust is required to even monitor action taken by authorities in dealing with these complaints and is required to submit a fortnightly report to UGC, MCI and AICTE in this regard.

In achieving this, the team has to overcome their biggest challenge – Database. There are more than 45,000 colleges in the country.

However, no government agency is sure of the exact number.

“For us to closely monitor all the institutions, we first need to get in touch with them, beginning with their address and phone number.”

Until now, their team has been successful in creating a database for 10,000 institutions, out of which they have been able to get in touch with about 8,500 colleges, Kachroo added.

Aman Satya Trust has also managed to rope in one million students for online undertaking of the UGC mandatory affidavit against ragging.

Every student is required to fill this affidavit during admissions. While earlier this was on paper, now the process has been made online.

The Trust has been able to get in touch with over three lakh parents, too.

They send across at least 25,000 emails every day to students and parents, Prof Kachroo said, which explains about what constitutes ragging and the implications for it.

उच्च शिक्षा विभाग ने इस बार एडमिशन तो समय पर शुरू कर दिए हैं, लेकि न रैगिंग रोकने के लिए कोई गाइडलाइंस जारी नहीं की है। इन दिनों कई स्टूडेंट्स कॉलेजों की स्थिति और प्रक्रिया समझने के लिए कैम्पस पहुंचने लगे हैं। ऐसे में यदि क ोई घटना हो जाती है तो जिम्मेदार क ौन होगा? पिछली बार भी आधा जुलाई निक लने तक जागरूकता के पोस्टर भी नहीं लगे थे। ये तब है जबकि पिछले सालों में रैगिंग की कई घटनाएं हुई हैं। क्या इस बार भी उच्च शिक्षा विभाग यूनिवर्सिटी या कॉलेज कैम्पस में रैगिंग की कि सी घटना क ा इंतजार क र रहा है? जुलाई से फिर नया सेशन शुरू हो जाएगा और इसी के साथ शुरू हो जाएंगी रैगिंग की तमाम आशंकाएं। ऐसे में फिलहाल चल रही एडमिशन की प्रक्रिया के साथ ही रैगिंग रोकने की तैयारी भी अभी से होनी चाहिए। मगर हकीकत ये है कि अब तक यूनिवर्सिटी और कॉलेजों में एंटी रैगिंग कमेटियों क ो एक्टिव नहीं कि या गया है, जबकि कॉलेजों में नए स्टूडेंट्स की आवाजाही शुरू हो गई है।

उलझे रहते हैं एडमिशन में ही

जिले के 220 क ॉलेजों क ो संचालित करने वाली देवी अहिल्या यूनिवर्सिटी अपनी ही व्यवस्था को संभाल नहीं पा रही है। जब तक किसी यूनिवर्सिटी में रैगिंग रोक ने के प्रयास नहीं होंगे, कॉलेजों क ो कैसे जागरूक कि या जा सकेगा? इस बार सीईटी समय पर हो गई है और कुछ ही दिनों में काउंसिलिंग भी शुरू हो जाएगी। ज्यादातर अधिकारी इसमें व्यस्त रहेंगे। ऐसे में जुलाई के पहले रैगिंग रोकने के इंतजाम होना मुश्किल ही है। नए स्टूडेंट्स क ो समझाने या निगरानी रखने के लिए कोई नहीं है।

कॉलेज सुनते ही नहीं है

यूजीसी और स्टेट रैगिंग कमेटी की गाइडलाइंस के अनुसार हर कॉलेज को हर महीने रैगिंग संबंधी रिपोर्ट यूनिवर्सिटी या उच्च शिक्षा विभाग को भेजना अनिवार्य है। इस मामले में शहर के करीब 20 कॉलेज ही हैं, जो गंभीर हैं। नियमानुसार सेशन शुरू होने के पहले क ॉलेजों या यूनिवर्सिटी अधिकारियों के बीच रैगिंग रोकने के उपायों क ो लेक र मीटिंग होनी चाहिए, लेकिन यह भी नहीं हो रही।

कामचलाऊ है पूरी प्रक्रिया

पिछले सालों के मामले देखें तो यूनिवर्सिटी और शहर के कॉलेज रैगिंग को लेक र अवेयरनेस एक्टिविटीज नहीं कर पाते। बस ओरिएंटेशन प्रोग्राम में रैगिंग नहीं लेने और इसके परिणाम बताकर जिम्मेदारी पूरी कर लेते हैं। मगर असल कहानी तो इसके बाद शुरू होती है। यूजीसी और स्टेट कमेटी के नियमों में साफ लिखा है कि कमेटी मेम्बर क ो उन सारी जगहों पर ध्यान रखना है, जहां रैगिंग की संभावना बनी रहती है। इसमें चाय-पान की दुकानें तक शामिल हैं, लेकिन क ोई भी इसे गंभीरता से नहीं लेता।

छुपा लेते हैं रैगिंग के मामले

राज्य सरकार के नियमों के अनुसार सभी कॉलेज और यूनिवर्सिटी क ो उच्च शिक्षा विभाग को रैगिंग के मामलों और उन्हें रोक ने के लिए किए जा रहे उपायों की जानकारी भेजना अनिवार्य है। हालांकि आमतौर पर ये संस्थान रैगिंग की घटना हो जाने की पुष्टि ही नहीं करते। प्रयासों की भी सतही या झूठी जानकारी भेजी जाती है। क्रॉसचेक करने के लिए विभाग के पास भी कोई सिस्टम नहीं है। एंटी रैगिंग कमेटियों के रिक ॉर्ड में तो एक भी ऐसा मामला रजिस्टर्ड नहीं, जिसमें ऑन स्पॉट रैगिंग रोक गई हो।

इन मामलों को भुला दिया गया

- 2012 में सेशन की शुरु आत के साथ ही यूनिवर्सिटी कैम्पस और होस्टल्स में स्टूडेंट्स आने लगे थे। इस बीच स्कू ल ऑफ क ॉमर्स के सीनियर स्टूडेंट्स ने इंडियन कॉफी हाउस के पास जूनियर्स की रैगिंग ले ली। शिकायत एंटी रैगिंग क मेटी तक गई तो उन्होंने इसे रैगिंग मानने से ही इंक ार कर दिया।

- यूनिवर्सिटी के आईआईपीएस में भी स्टूडेंट्स ने दो बार रैगिंग की शिकायत की। मगर इन मामलों में दोनों पक्षों क ा समझौता कर चलता कर दिया गया था।

- आईएमएस के होस्टल के एक स्टूडेंट के साथियों ने पिटाई कर दी थी। इसे यूनिवर्सिटी ने रैगिंग मानने से ही इंक ार क र दिया था।

ऐसे-ऐसे मामले

- डेली क ॉलेज के बोर्डिंग में जूनियर-सीनियर के बीच मारपीट हो गई थी।

- गवर्नमेंट आर्ट्स एंड कॉमर्स क ॉलेज के मदनमोहन मालवीय होस्टल में एक स्टूडेंट ने की सुसाइड। वार्डन पर भी प्रताड़ना क ा आरोप लगा था।

- आईआईपीएस में एक छात्र के साथ सीनियर द्वारा मारपीट क ा मामला आया था, लेकि न एंटी रैगिंग क मेटी ने क ोई ठोस एक्शन नहीं लिया।

- जगदीशचंद्र बसु होस्टल में रैगिंग हुई। इसमें जूनियर छात्र विकल्प नागले की पिटाई क र दी गई।

- एसजीएसआईटीएस में चंदे के नाम पर सीनियर्स स्टूडेंट्स ने जूनियर्स की पिटाई क र दी थी। मामला पुलिस थाने तक गया था।

- इंदौर इंस्टीट्यूट ऑफ लॉ में रैगिंग मामले ने खूब तूल पकड़ा, पर कॉलेज रैगिंग मानने से इंक ार करता रहा।

- एमजीएम मेडिक ल क ॉलेज में सीनियर्स ने जूनियर को पीटा। माता-पिता ने माफी मांगी।

एडमिशन प्रक्रिया के बीच ही रैगिंग को लेकर यूनिवर्सिटी, कॉलेजों की मीटिंग लेंगे। नए सत्र के पहले ही इस बार सभी कॉलेजों को एंटी रैगिंग कमेटी बनाने के लिए कहेंगे।

कुछ ही दिनों में कॉलेजों को जुलाई के पहले रैगिंग रोकने के सारे उपायों को बेहतर करने के लिए कहेंगे। जुलाई के पहले सभी प्रिंसिपल की मीटिंग लेंगे और जिम्मेदारी तय करेंगे।
