सेशन शुरू होने से पहले सता रही रैगिंग की चिंता

यूनिवर्सिटी ने कॉलेजों से मांगी रैगिंग संबंधी जानकारी
- एंटी-रैगिंग सेल के हैड की देनी होगी पूरी जानकारी
- कॉलेज के प्रिंसीपल और स्टूडेंट्स की संख्या बतानी होगी
AGRA. डॉ. बीआर अंबेडकर यूनिवर्सिटी में काम टाइम पर नहीं होते हैं. यहां न एग्जाम टाइम पर होते हैं और न रिजल्ट निकलता है. हर बार की तरह इस साल भी यही हुआ. अभी तक जहां कोर्सेज के रिजल्ट नहीं निकले हैं वहीं, यूनिवर्सिटी को चार महीने बाद शुरू होने वाले सेशन की चिंता अभी से सता रही है. इसके लिए बाकायदा कॉलेजों से एंटी-रैगिंग कमेटी की जानकारी मांगी गई है. कॉलेजों को नोटिस जारी कर दिए गए हैं.
ऐसा सिर्फ यहीं होता है
अंबेडकर यूनिवर्सिटी में जो हो जाए वो कम है. यहां रिजल्ट समय से नहीं मिलते, एग्जाम्स भी समय से शुरू नहीं होते. सेशन भी हर साल लेट हो जाता है. अव्यवस्थाओं के चलते नैक की टीम को पिछले दो सालों से निरीक्षण के लिए नहीं बुलाया गया है. एग्जाम्स वाले दिन सुबह ही स्टूडेंट्स को उनके एडमिट कार्ड मिलते हैं वो भी अधूरे, लेकिन चार महीने बाद शुरू होने वाले सेशन में होने वाली रैगिंग से बचने के उपाय अभी से तलाशे जा रहे हैं.
जारी कर दिए गए नोटिस
अंबेडकर यूनिवर्सिटी से म्00 से ज्यादा कॉलेज संबद्ध हैं. हर कॉलेज को यूनिवर्सिटी द्वारा नोटिस जारी किया गया है. यूनिवर्सिटी की वेबसाइट पर भी यह इंपोर्टेट नोटिस का लिंक डाला गया है. इसमें सभी कॉलेजों से जानकारी मांगी गई है कि उनके यहां रैगिंग रोकने के लिए क्या इंतजाम किए जाएंगे.
कॉलेजों को बनानी होगी एंटी-रैगिंग सेल
सुप्रीम कोर्ट के आदेश के बाद हर कॉलेज को अपने यहां रैगिंग रोकने के लिए एंटी-रैगिंग सेल बनाना होगा. सुप्रीम कोर्ट द्वारा जारी निर्देशों के अनुसार, कॉलेज को अपने यहां ऐसे स्टूडेंट्स को भी प्वॉइंट आउट करना होगा, जिन्हें रैगर्स की श्रेणी में रखा जाए. इस सेल में मीडिया और सिविल सोसायटी के कुछ लोगों को भी शामिल करना होगा. अगर कोई स्टूडेंट रैगिंग करता हुआ पकड़ा जाता है तो उस पर कॉलेज ख्भ् हजार रुपये का जुर्माना लग सकता है या तीन साल तक सजा भी हो सकती है.
मेन कॉलेजों में बनी है सेल
सिटी के कुछ मेन कॉलेजों, जैसे आगरा कॉलेज, सेंट जोंस कॉलेज, एसएन मेडिकल कॉलेज आदि इंस्टीट्यूशंस में एंटी-रैगिंग सेल बनी हुई है. इस सेल में कॉलेज के ही कुछ प्रोफेसर्स को शामिल किया जाता है.
यूजीसी ने भी मांगा ब्यौरा
रैगिंग के बारे में यूनिवर्सिटी से यूजीसी ने ब्यौरा मांगा है. अभी यूजीसी ने हर यूनिवर्सिटी से जानकारी मांगी है. बाकी की यूनिवर्सिटी में तो नए सेशन समय से शुरू हो जाएंगे लेकिन अंबेडकर यूनिवर्सिटी का नया सेशन सितंबर के बाद ही शुरू हो पाएगा.

- कॉलेज का नाम
- कॉलेज में स्टूडेंट्स की संख्या
- कॉलेज के हैड का नाम, पता, फोन नंबर, ईमेल आईडी, फैक्स नंबर आदि
- रैगिंग कमेटी का हैड कौन है
- कॉलेज का सेकेंड इंचार्ज कौन है
- इन लोगों के नाम, पता,फोन नंबर, ईमेल आईडी से लेकर उनके लैंड लाइन नंबर तक मांगे गए हैं.
'हमारे यहां एंटी-रैगिंग सेल काफी स्ट्रांग है. अगर हमारे पास इस तरह की कोई सूचना आती है तो हम तुरंत उस पर एक्शन लेते हैं. अभी फिलहाल यूनिवर्सिटी की तरफ से मांगी गई जानकारी को हम पूरी तरह से देंगे.'

Ragging at polytechnic: MSU suspends 6 students

VADODARA: M S University suspended six students on Saturday for the alleged ragging and violence that took place outside the Polytechnic College premises on Friday. Those suspended include five students of its Polytechnic College and one from faculty of technology and engineering (FTE).

The university has formed a six-member committee to probe the ragging of a first year student even as it has prohibited entry of three former students and also barred them from taking admission in any course in future.

On Friday, a group of student leaders had forced a first-year student of civil engineering Priyansh Shah to drink water mixed with their spit. A second-year student Aakash Patel was beaten up with stumps, hockey sticks and bats.

Following Shah's complaint, the university has suspended FTE student Jayesh Balai, former general secretary of MSU Students Union, who had launched a student outfit by the name Vidyarthi Vikas Sangh (VVS) last year along with Sachin Patel, Mayur Patel, Siddharth Zala, Maulik Parmar and Ketan Dhamalia of Polytechnic College.

It has also barred the entry of general secretary of BJP's Yuva Morcha Vikas Dubey along with Harpalsinh Rana and Kuldip Mori.

"These students have been suspended with immediate effect in view of their prima facie involvement. They have been prohibited from attending classes and appearing in examinations till further orders. They have also been prohibited from staying in hostels and entering the campus," MSU's officer on special duty (registrar) Dr Amit Dholakia said.

The six-member committee formed to probe the matter has syndicate member professor Hemant Mathur as convener. The members are Polytechnic College's principal D N Panchal, syndicate members Gopal Bhatti and Ashwin Chokshi, senate member Hemal Mehta and deputy chief warden of boys hostel Vijay Parmar.

"We will also carry out stringent checking of hostels to weed out illegal occupants besides checking identity cards throughout the campus. The police will be requested to deploy personnel at Polytechnic campus for extra security," Dholakia said.

On Saturday, student outfits, including the All India Democratic Students Organization (AIDSO) and the National Students Union of India (NSUI) criticized the ragging and demanded immediate action against the culprits.

Seniors slap Noida student 400 times, make MMS

An 18-year-old student of a Noida-based media institute has alleged that three of his seniors molested and physically assaulted him, terrorised him with a firearm, and attempted to blackmail him by threatening to upload a video of the incident on the internet. According to the police, the victim is in the first year of an animation course at Asian School of Graphics & Animation – a unit of Marwah Studios, sector 16A, Noida.

 “I joined ASGA for a three-year programme in October 2013. On April 15, some seniors beat me up at the hostel situated in B block of sector 46. They had hit me before, but this time they smacked me over 400 times, even with their slippers. While two of the seniors were assaulting me, the third was recording the proceedings on his mobile phone. They also brandished a gun and threatened to kill me. The trio demanded I pay Rs. 5,000, failing which they would make the video public by uploading it on the internet,” said the victim. He also alleged that the accused had molested him.
The teenager claims that he apprised members of the institute management about the episode, who seized the cellphone and found the video clip. Two of the accused are enrolled in an acting programme, while the third is pursuing a course in cinema.
“No action was taken by the organisation against the culprits. Instead, it tried to gloss over the matter. But, as my son was in deep depression, the management made arrangements to drop him home, in Karnal. On reaching here, he narrated the incident to us, and we decided to approach the police on April 17,” said the victim’s father, who accompanied him from Karnal to pursue the matter.
“The officials at sector 20 police station in Noida made us sit for several hours, and then asked us to contact their counterparts in sector 39. Here, we again waited for a few hours, before an FIR was registered,” he added.
According to the police, a case of ragging and extortion has been registered, and the accused have also been booked for performing unnatural sexual acts. “We have put together various teams that are investigating the case. We have also got the video, and have identified the students involved. We will soon arrest them and record their statements. The accused are at large, but their families have been informed. Personnel have been sent to Jalandhar and Gorakhpur to apprehend those named in the FIR,” said Shivram Yadav, deputy superintendent of police, Gautam Budh Nagar.
Meanwhile, the institute management has denied the ragging incident. Representatives maintained that it was a case of personal dispute between the students, who all reside at the same hostel. “This is not a case of ragging, but a fight between friends. As soon as the episode came to light, we constituted a five-member committee, and discussed the matter with the three accused in the video. They said that they had had an argument with the victim, which turned into a fight. As the teenager had been beaten up, we arranged a taxi for him and sent him home. On reaching his residence, he and his family decided to register an FIR. Now police are investigating the matter. We have issued a warning and rusticated two students from the academy,” said Sandeep Marwah, director of the institute.

Students accused of ragging in Noida hostel still at large


NOIDA: A day after a teenager reported having been ragged by seniors in a private institute, police have sent teams to nab the accused from Gorakhpur, Jalandhar and Roorkee. 

"The three accused are on the run. Our teams have been conducting raids in Gorakhpur, Jalandhar and Roorkee. We are trying to track their movements using electronic surveillance," said Shivram Yadav, DSP, Noida. 

"We have also informed the parents of the accused about the matter," Yadav said. 

Meanwhile, the traumatized 18-year-old victim's family has heavily criticized the institute for not safeguarding their son. The victim has refused to return to the college to pursue his course. The victim's father said that his son had two more years of the course to finish, but he is too shaken to resume his studies. 

"I do not know how he will come out of this. He is scared, depressed and is not able to interact with his friends and family," the victim's father said. 

Citing the institute's alleged inaction in getting to the heart of the matter as unacceptable and unpardonable, the victim's father said he would fight a legal battle till the guilty were punished for their misdeed. "It is the duty of the institution to curb the menace of ragging when it is brought to their notice, rather than brush it under the carpet," he said. "Strict action should be taken in genuine cases to discourage other similar incidents. Ragging is a crime and institutes are supposed to have strict mechanisms to stop it," he said. 

The institute had said on Friday it had rusticated two of the three students involved in the episode.

Police officers are also questioning the college administration, hostel authorities and the victim's friends and classmates . "We are trying to find out if other students have also been ragged by the three accused," an officer said. 

The incident came to light on April 17, when the first year student of a film and media studies institute in Noida reported being thrashed and threatened with dire consequences by three of his seniors. A video clip of the torture, allegedly recorded by the seniors, was used to blackmail the victim for money. An attempt of sexual molestation was also reported.
