उच्च शिक्षा विभाग ने इस बार एडमिशन तो समय पर शुरू कर दिए हैं, लेकि न रैगिंग रोकने के लिए कोई गाइडलाइंस जारी नहीं की है। इन दिनों कई स्टूडेंट्स कॉलेजों की स्थिति और प्रक्रिया समझने के लिए कैम्पस पहुंचने लगे हैं। ऐसे में यदि क ोई घटना हो जाती है तो जिम्मेदार क ौन होगा? पिछली बार भी आधा जुलाई निक लने तक जागरूकता के पोस्टर भी नहीं लगे थे। ये तब है जबकि पिछले सालों में रैगिंग की कई घटनाएं हुई हैं। क्या इस बार भी उच्च शिक्षा विभाग यूनिवर्सिटी या कॉलेज कैम्पस में रैगिंग की कि सी घटना क ा इंतजार क र रहा है? जुलाई से फिर नया सेशन शुरू हो जाएगा और इसी के साथ शुरू हो जाएंगी रैगिंग की तमाम आशंकाएं। ऐसे में फिलहाल चल रही एडमिशन की प्रक्रिया के साथ ही रैगिंग रोकने की तैयारी भी अभी से होनी चाहिए। मगर हकीकत ये है कि अब तक यूनिवर्सिटी और कॉलेजों में एंटी रैगिंग कमेटियों क ो एक्टिव नहीं कि या गया है, जबकि कॉलेजों में नए स्टूडेंट्स की आवाजाही शुरू हो गई है।

उलझे रहते हैं एडमिशन में ही

जिले के 220 क ॉलेजों क ो संचालित करने वाली देवी अहिल्या यूनिवर्सिटी अपनी ही व्यवस्था को संभाल नहीं पा रही है। जब तक किसी यूनिवर्सिटी में रैगिंग रोक ने के प्रयास नहीं होंगे, कॉलेजों क ो कैसे जागरूक कि या जा सकेगा? इस बार सीईटी समय पर हो गई है और कुछ ही दिनों में काउंसिलिंग भी शुरू हो जाएगी। ज्यादातर अधिकारी इसमें व्यस्त रहेंगे। ऐसे में जुलाई के पहले रैगिंग रोकने के इंतजाम होना मुश्किल ही है। नए स्टूडेंट्स क ो समझाने या निगरानी रखने के लिए कोई नहीं है।

कॉलेज सुनते ही नहीं है

यूजीसी और स्टेट रैगिंग कमेटी की गाइडलाइंस के अनुसार हर कॉलेज को हर महीने रैगिंग संबंधी रिपोर्ट यूनिवर्सिटी या उच्च शिक्षा विभाग को भेजना अनिवार्य है। इस मामले में शहर के करीब 20 कॉलेज ही हैं, जो गंभीर हैं। नियमानुसार सेशन शुरू होने के पहले क ॉलेजों या यूनिवर्सिटी अधिकारियों के बीच रैगिंग रोकने के उपायों क ो लेक र मीटिंग होनी चाहिए, लेकिन यह भी नहीं हो रही।

कामचलाऊ है पूरी प्रक्रिया

पिछले सालों के मामले देखें तो यूनिवर्सिटी और शहर के कॉलेज रैगिंग को लेक र अवेयरनेस एक्टिविटीज नहीं कर पाते। बस ओरिएंटेशन प्रोग्राम में रैगिंग नहीं लेने और इसके परिणाम बताकर जिम्मेदारी पूरी कर लेते हैं। मगर असल कहानी तो इसके बाद शुरू होती है। यूजीसी और स्टेट कमेटी के नियमों में साफ लिखा है कि कमेटी मेम्बर क ो उन सारी जगहों पर ध्यान रखना है, जहां रैगिंग की संभावना बनी रहती है। इसमें चाय-पान की दुकानें तक शामिल हैं, लेकिन क ोई भी इसे गंभीरता से नहीं लेता।

छुपा लेते हैं रैगिंग के मामले

राज्य सरकार के नियमों के अनुसार सभी कॉलेज और यूनिवर्सिटी क ो उच्च शिक्षा विभाग को रैगिंग के मामलों और उन्हें रोक ने के लिए किए जा रहे उपायों की जानकारी भेजना अनिवार्य है। हालांकि आमतौर पर ये संस्थान रैगिंग की घटना हो जाने की पुष्टि ही नहीं करते। प्रयासों की भी सतही या झूठी जानकारी भेजी जाती है। क्रॉसचेक करने के लिए विभाग के पास भी कोई सिस्टम नहीं है। एंटी रैगिंग कमेटियों के रिक ॉर्ड में तो एक भी ऐसा मामला रजिस्टर्ड नहीं, जिसमें ऑन स्पॉट रैगिंग रोक गई हो।

इन मामलों को भुला दिया गया

- 2012 में सेशन की शुरु आत के साथ ही यूनिवर्सिटी कैम्पस और होस्टल्स में स्टूडेंट्स आने लगे थे। इस बीच स्कू ल ऑफ क ॉमर्स के सीनियर स्टूडेंट्स ने इंडियन कॉफी हाउस के पास जूनियर्स की रैगिंग ले ली। शिकायत एंटी रैगिंग क मेटी तक गई तो उन्होंने इसे रैगिंग मानने से ही इंक ार कर दिया।

- यूनिवर्सिटी के आईआईपीएस में भी स्टूडेंट्स ने दो बार रैगिंग की शिकायत की। मगर इन मामलों में दोनों पक्षों क ा समझौता कर चलता कर दिया गया था।

- आईएमएस के होस्टल के एक स्टूडेंट के साथियों ने पिटाई कर दी थी। इसे यूनिवर्सिटी ने रैगिंग मानने से ही इंक ार क र दिया था।

ऐसे-ऐसे मामले

- डेली क ॉलेज के बोर्डिंग में जूनियर-सीनियर के बीच मारपीट हो गई थी।

- गवर्नमेंट आर्ट्स एंड कॉमर्स क ॉलेज के मदनमोहन मालवीय होस्टल में एक स्टूडेंट ने की सुसाइड। वार्डन पर भी प्रताड़ना क ा आरोप लगा था।

- आईआईपीएस में एक छात्र के साथ सीनियर द्वारा मारपीट क ा मामला आया था, लेकि न एंटी रैगिंग क मेटी ने क ोई ठोस एक्शन नहीं लिया।

- जगदीशचंद्र बसु होस्टल में रैगिंग हुई। इसमें जूनियर छात्र विकल्प नागले की पिटाई क र दी गई।

- एसजीएसआईटीएस में चंदे के नाम पर सीनियर्स स्टूडेंट्स ने जूनियर्स की पिटाई क र दी थी। मामला पुलिस थाने तक गया था।

- इंदौर इंस्टीट्यूट ऑफ लॉ में रैगिंग मामले ने खूब तूल पकड़ा, पर कॉलेज रैगिंग मानने से इंक ार करता रहा।

- एमजीएम मेडिक ल क ॉलेज में सीनियर्स ने जूनियर को पीटा। माता-पिता ने माफी मांगी।

एडमिशन प्रक्रिया के बीच ही रैगिंग को लेकर यूनिवर्सिटी, कॉलेजों की मीटिंग लेंगे। नए सत्र के पहले ही इस बार सभी कॉलेजों को एंटी रैगिंग कमेटी बनाने के लिए कहेंगे।

कुछ ही दिनों में कॉलेजों को जुलाई के पहले रैगिंग रोकने के सारे उपायों को बेहतर करने के लिए कहेंगे। जुलाई के पहले सभी प्रिंसिपल की मीटिंग लेंगे और जिम्मेदारी तय करेंगे।

संवाद सहयोगी, शिमला : उपायुक्त दिनेश मल्होत्रा ने सभी शैक्षणिक संस्थानों को नए शैक्षणिक सत्र में एंटी रैगिंग कमेटिया गठित करने के निर्देश दिए हैं। उन्होंने कहा कि यह कमेटिया रैगिंग को रोकने के लिए समयबद्ध उचित कदम उठाएं और इस बारे में विद्यार्थियों को विस्तृत जानकारी प्रदान की जाए। मल्होत्रा शुक्रवार को जिला में विभिन्न शैक्षणिक संस्थानों के प्रतिनिधियों और वरिष्ठ अधिकारियों की बैठक की अध्यक्षता कर रहे थे। उन्होंने कहा कि रैगिंग रोकने के लिए सर्वोच्च न्यायालय के दिशा-निर्देशों के अनुरूप सख्त कदम उठाए जाएं और हर कार्रवाई समयबद्ध की जाए। दाखिला के दौरान छात्रों को शैक्षणिक संस्थान के बारे में पूर्ण जानकारी प्रदान की जाए और उन्हें परामर्श सुविधा भी उपलब्ध करवाई जाए। दाखिला प्रक्रिया सम्पन्न होने के बाद शैक्षणिक संस्थान के प्रमुख, नए और पुराने विद्यार्थियों को संयुक्त रूप से संबोधित करें। उनका मार्गदर्शन किया जाए, ताकि उन्हें रैगिंग की बुराइयों से अवगत करवाया जा सके। सभी शैक्षिणक संस्थानों में शांतिप्रिय माहौल बनाए रखने के लिए हरसंभव प्रयास किए जाने चाहिए, ताकि विद्यार्थियों के उज्जवल भविष्य के लिए पढ़ाई का बेहतरीन वातावरण प्रदान किया जा सके।

उपायुक्त ने सभी शैक्षणिक संस्थानों को रैगिंग रोकने के लिए अनिवार्य कदम उठाने के सख्त निर्देश दिए, ताकि संस्थानों की गरिमा को बनाए रखा जा सके। बैठक में अतिरिक्त जिला दंडाधिकारी डीके रत्‍‌न, अतिरिक्त पुलिस अधीक्षक संदीप धवल, जिला के विभिन्न शैक्षणिक संस्थानों के प्रमुख, शिक्षाविद और वरिष्ठ अधिकारी उपस्थित थे।

जबलपुर। वेटनरी कॉलेज में बीवीएससी छात्र के साथ रैंगिंग का मामला सामने आया है। हालांकि मामला कुछ माह पुराना है और समझौते के बाद शिकायत करने वाले छात्र ने शिकायत वापस ले ली है। सूत्रों के मुताबिक पीड़ित छात्र ने सीनियर्स द्वारा रैंगिंग की शिकायत यूजीसी को थी। वह कॉलेज प्रशासन के रवैए से असंतुष्ट था। यूजीसी ने कॉलेज प्रशासन को पत्र भेजकर मामले में की गई कार्रवाई की जानकारी मांगी तब विवि प्रशासन हरकत में आया और जांच के लिए अनुशासन कमेटी गठित की।

डीसी में कराया समझौता

जानकारी के मुताबिक गठित अनुशासन समिति ने पीड़ित और आरोपी, दोनों पक्षों को सुना है। पीड़ित छात्र और सीनियर्स के बीच समझौता करा दिया गया है। जिसके बाद पीड़ित छात्र ने रैंगिंग की शिकायत को वापस ले लिया है। अब कॉलेज शिकायत वापस लेने की जानकारी यूजीसी को भेज रहा है।

कुछ भी कहने से इंकार

इस संबंध में वेटनरी विवि के कुलसचिव डॉ.आरके गुप्ता ने कहा कि इस बारे में उन्हें कोई जानकारी नहीं है। कॉलेज के डीन डॉ.आरपीएस बघेल ने भी इस मामले में कुछ भी कहने से इनकार कर दिया है।

A case of alleged ragging and abetment to suicide has been registered against three female medical students after their fourth roommate committed suicide at the girls’ hostel in Jalgaon in the early hours of Sunday. All three have got anticipatory bail and cannot be arrested till May 30.

The deceased, Priyanka Mukherjee (19), hanged herself soon after her friends left for studying on the terrace of the hostel next to Dr Ulhas Patil Medical College and Hospital in Jalgaon-Bhusawal Road, Jalgaon Khurd.

Her father, Nayan, has filed an FIR against the three roommates alleging that they called his daughter “fat”. Further, her roommates allegedly taunted her as she was from West Bengal and couldn’t speak the regional language. They would throw water at her and tell her to leave the room every time she would speak on the phone. The girl had told this to her father when she had gone home for vacations.

The police said the girl had kidney stones and breathing problem. She had failed in her September exams and ended her life two days before her next exams.

Sub-inspector R.K. Nagrale said all these factors added to her miseries and the ragging further triggered her suicide. The victim left behind a suicide note holding the roommates responsible for her extreme step. She has written a few more pages in Bengali, which have been sent for examination along with her cellphone.

Mr Nagrale feels the girl should have opened up about her problems as neither the principal nor her hostel chief knew about the ragging.

Her close friends have not been questioned yet. An FIR has been registered.

जागरण संवाददाता, गुड़गांव : कालेजों को रैगिंग मुक्त बनाए रखने के लिए इस बार सख्ती अधिक है। महर्षि दयानंद विश्वविद्यालय ने अपने वेबसाइट पर एडमिशन ब्राशर में साफ किया है कि रैगिंग क्या है और उसकी क्या सजा हो सकती है। इसके लिए कालेजों में दाखिले के समय विद्यार्थियों से रैगिंग न लेने का शपथ पत्र लिया जाएगा। कालेज के अलावा प्रशासन भी इस बात के लिए मुस्तैद हो गए हैं कि किसी भी विद्यार्थी को रैगिंग का शिकार न होना पड़े और विद्यार्थियों को पढ़ाई के लिए बेहतर माहौल मिल सके। इसके लिए शहर के कालेजों में एंटी रैगिंग कमेटियां गठित की जाएंगी।

रैगिंग कमेटी में कम से कम पांच शिक्षकों के साथ साथ इस बार विद्यार्थियों को भी शामिल किया जाएगा जो इस टीम के सदस्य के तौर पर खुफिया तरीके से निगरानी रखेंगे और किसी भी घटना की जानकारी मिलते ही वे कालेज प्राचार्य को जानकारी देंगे।

कालेजों में रैगिंग की परिभाषा

आपत्तिजनक शब्दों का प्रयोग, किसी को अपमानित करने वाली बात लिखना, कोई भी ऐसा काम जिससे किसी को परेशानी हो, किसी को चिढ़ाना, किसी के प्रति गुस्सा दिखाना, शरीरिक व मानसिक प्रताड़ना, अनुशासनहीन होकर अभद्र तरीके से जूनियर विद्यार्थियों से व्यवहार करना, मनोवैज्ञानिक तरीके से किसी को गलत करने के लिए प्रेरित करना, अपना खौफ दिखा कर काम कोई काम कराना, जूनियर्स से शर्मसार करने वाले काम करवाना आदि सभी चीजें रैगिंग के दायरे में आती हैं।

क्या है सजा

रैगिंग करने वाले को संस्थान से निकाला जा सकता है, संस्थान और क्लास से निलंबन, सार्वजनिक रूप से माफी मंगवाने के साथ-साथ जुर्माना, स्कालरशिप व अन्य लाभ छिन सकते हैं, संस्थान में किसी भी प्रतियोगिता आदि में हिस्सा लेने पर रोक, परिणाम पर रोक, होस्टल से निलंबन, एफआईआर दर्ज करवाई जा सकती है तथा रैगिंग में शामिल किसी एक व्यक्ति की पहचान न हो पाने की स्थिति में सामूहिक रूप से दंडित भी किया जा सकता है। कालेजों में इस बात पर पूरा ध्यान दिया जाएगा कि दाखिले से लेकर शुरुआती कक्षाओं के दौरान ही विद्यार्थियों को रैगिंग के बारे में जागरुकता फैलाई जाए ताकि किसी भी विद्यार्थी को किसी घटना का शिकार न होना पड़े। इस बारे में रेलवे रोड स्थित द्रोणाचार्य कालेज के प्राचार्य डा. आरके यादव का कहना है कि रैगिंग पर कालेज हमेशा सख्त रुख अपनाता है और अब विवि ने भी इसपर अपना रुख कड़ा किया है तो रैगिंग की घटनाओं पर लगाम लग सकेगी।

Victim was suspended after relatives ‘kidnapped’ seniors

A seemingly straight-forward case of ragging of a junior student registered against several seniors in a private engineering college here on Monday took a different turn on Tuesday.

During an inquiry conducted by the City Crime Branch, the college management accused the victim of being involved in the kidnap of the seniors and informed the police that the complainant has been placed under suspension.

According to police sources, Ajmal Mohammed Fariz (18), a first year student of B.E. (Automobile Engineering) at a college at Saravanamapatti here, had alleged ragging by his seniors.

He claimed that a group of second year students including Sibi, Suganth, Vignesh, Rajesh, and others, had warned him not to use his car for commuting to the college.

Fariz alleged that as he refused to heed their warning, the seniors assaulted him on March 18 leading to hospitalisation as he had suffered bleeding injuries to his hand, head and shoulders.

Fariz said that no action was taken by the college even after he lodged a complaint with the authorities.

Following this, Fariz and his father Assan Mohammed Fariz met the Police Commissioner A.K.Viswanathan on Monday.

The City Crime Branch registered a case against the students later in the day and invoked Sections 147 (rioting), 323 (voluntarily causing hurt), 324 (voluntarily causing hurt by dangerous weapons), 201 (causing disappearance of evidence of offence or giving false information) and 202 (intentional omission to give information of offence) of Indian Penal Code besides the provisions of Tamil Nadu Prevention of Ragging Act of 1997.

Cases were also filed against the college Principal R.S. Kumar and other members of the management charging them with having failed to report an incident of ragging to the police.

P. Chandramohan, Assistant Commissioner of Police, Crime (Central), conducted an inquiry on Tuesday in which all the parties involved were questioned.

The college Principal alleged the complainant (Fariz) was placed under suspension after his relatives allegedly kidnapped Sibi and Suganth, two of the seniors who allegedly harassed him.

A case was pending in this regard in the Saravanampatti police station.

This was a dispute between two groups of students that was being portrayed as ragging, he contended.

Refuting allegations of inaction, he said the college had expelled one of the seniors involved in the incident and placed a few others under suspension.

Police officials said that further investigations into the matter are on.

दो महीने पहले हुई रैगिंग की एक घटना में शामिल सात छात्रों के खिलाफ कार्रवाई ना करने के लिए कोयंबटूर में के एक निजी इंजीनियरिंग कॉलेज के प्राचार्य के खिलाफ मामला दर्ज किया गया.

पुलिस ने कहा कि शहर की अपराध शाखा ने द्वितीय वर्ष के छात्रों और उचित कार्रवाई ना करने के लिए प्राचार्य डॉ. आरएस कुमार के खिलाफ तमिलनाडु रैगिंग निषेध अधिनियम की विभिन्न धाराओं के तहत रैगिंग का मामला दर्ज किया.

कुमारगुरू कॉलेज ऑफ टेक्नोलॉजी (केसीटी) में ऑटोमोबाइल इंजीनियरिंग के प्रथम वर्ष के छात्र मोहम्मद अजमल की शिकायत के बाद मामला दर्ज किया गया.

The principal of a private technology college in Coimbatore has been booked for allegedly not taking action against seven students in an incident of ragging two months ago, police said on Tuesday.

The city crime branch registered a case of ragging against the second year students and also the principal, Dr RS Kumar, for not taking appropriate action under various sections of the Tamil Nadu Prohibition of Ragging Act, police said.

The case was registered following a complaint by Mohammed Ajmal, a first year automobile engineering student of Kumaraguru College of Technology (KCT).

He had complained that the seven second year students had objected to him coming in car, as they were using two-wheelers, police said.

The students also assaulted him and he had to be hospitalised, Ajmal claimed in the complaint, adding that though the incident was reported to the principal, he failed to take any action against the senior students.

Instead of taking action against the seniors, the college issued suspension notice against him. In the complaint, Ajmal said he had filed it to seek justice.

When contacted, KCT management officials said the principal had taken stringent action against 12 students for the incident. Ajmal used to drive the car in a rash and negligent manner and the students had cautioned him to not do so on the campus, they said.

Moreover, one student was given transfer certificate and other students were suspended for fighting inside the campus on March 18. The lodging of complaint was deliberate and it was done only last night after Ajmal was suspended indefinitely by the principal, the officials alleged.

MS University takes no action on ragging TNN | May 19, 2014, 12.46 PM IST

VADODARA: Politics is influencing M S University (MSU) to such an extent that it is simply not bothered to take action on serious issues like ragging or marks scam.

A report on the ragging episode that rocked the campus in March this year is ready since a month. But it was not placed before the university's syndicate. The syndicate members themselves were not interested to discuss it on Saturday, so it seemed.

This report recommends punitive action against BJP Yuva Morcha leaders, who have been found guilty in the ragging incident. But sources suggest that the report was not brought before the syndicate because the BJP-RSS group, which has majority in the syndicate wanted to avoid a political controversy at a time when the state BJP unit is celebrating victory of the party in the Lok Sabha elections. The BJP-RSS group otherwise is keen on taking action against the BJP Yuva Morcha leaders, with whom it has been at loggerheads.

At the same time, the university has also not sought any report from Veer Narmad South Gujarat University (VNSGU) where in the MBBS marks scam the alleged role of dean of Baroda Medical College A T Leuva has come under scrutiny.

VNSGU's syndicate is going ahead with a police complaint in the MBBS marks scam. A report by the inquiry committee constituted by VNSGU has revealed that Leuva had allegedly asked examiner Gunvant Vaishnav, a faculty at Gotri Medical College of Vadodara, to increase marks of a VNSGU student — Paresh Zala in gynaecology papers.

While VNSGU authorities have taken strict action against the student and the examiner and lodged a police complaint to further probe the entire scam, MSU officials are simply not bothered even as both Leuva and Vaishnav are directly connected with MSU.

HYDERABAD: As summer vacations cross the mid-way mark, students are mentally preparing themselves for the new academic year to begin. This ranges from checking on the required course material to may be even a wardrobe overhaul. But most pressingly on everyone’s mind is the ‘initiation’ period at the start of the year. While for absolute new comers this could translate into sessions of bullying, for second year college goers and above, it provides an opportunity to interact with their juniors.

What may have started as casual ice-breaking sessions, a ‘welcome courtesy’ extended by seniors to their juniors, it has over the years become an issue of staking one’s superiority and massaging inflated egos. The problem lies in the perpetrators being unable to distinguish where to draw the line, which amidst raging hormones and peer pressure, is a tricky judgement. No longer considered a healthy conversation, ragging has become a very sensitive issue on college grounds, and students gearing up for college in June are acutely aware of it.

When the situation goes out of hand, it can turn into a brutal and horrifying episode; many of such have been reported over the last couple of years across the country. For example, the Aman Kachroo incident in Himachal Pradesh where the student was ragged by four of his seniors, leading to the student’s death.

According to reports, 10-14 cases of ragging take place every week in India.

Colleges and universities in Hyderabad are no exception. Though many anti-ragging squads have been put in place, students about to begin their college life are still weary of being victims to hazing. Their seniors though assure us that things have improved.

A student at Bhaskar medical college says, “Ragging is very casual on campus and the seniors usually ask us to introduce ourselves or sing a song, or at the most, bring them chocolates. But it’s not a serious activity because we have an anti-ragging squad in college at all times.”

Agreeing, Ashwin, a third year student at MVSR college says, “Ragging is nothing intense or wild. I have been ragged but not seriously. A senior threw a really small stone some where and asked me to find it. That is the level of ragging in our college.”

“My friends and I look forward to the new academic year as we get to meet new juniors. We do rag them but only in jest; we ask them to introduce themselves or ask them to sing. We know our limits and we make sure not to hurt their feelings. In fact, we ask the juniors if they are up for some fun and then pull their legs; we don’t really force them into it,” explains Varsha Reddy, a final year student of SVS Medical College.

Not in good taste

While a ban on ragging hasn’t particularly stopped seniors from pushing their juniors around (gently or otherwise) on campus, some have found no man’s land where they aren’t answerable to anyone.

Aishwarya Palacholla, a student at Muffakam Jah College of Engineering and Technology says, “We have an anti-ragging squad in college, so the ragging takes place off campus rather than on campus.”

Agreeing, Abishai Adam, an engineering student in the city says, “In my college, ragging happens outside campus – like on the college bus. Anti-ragging squads in college are active but ignore the bus journeys. Though the ragging scene is mostly casual, it depends on the person and how one takes it.” Pointing out that some come from conservative backgrounds, Abishai says that some don’t even even like the silly things they are made to do. “I was one of them and I felt horrible when my seniors ragged me on the first day of college. I still think that was a really horrible time for me and I am completely against ragging,” he says.

What seems to be a deciding factor is how one takes the jibe and deals with it; the problem spirals from there.

Says C Abishek from Bhaskar Engineering College, “Seniors are interested in ragging because they want to satisfy their ego of being a senior. The ragging starts off with casual interactions but at times it does get very personal. If you ignore it, it could go away. But that isn’t to say that you should ignore everything that’s thrown your way.”

Having anti-ragging cells in place seems to be working only so far, as those wielding the baton themselves are a little lackadaisical.

“Ragging takes place but nothing escalates to intense violence. Junior boys are ragged by senior boys most of the time. There have been incidents where boys are asked to pole dance in the canteen. We have an anti-ragging cell in college but it’s not useful. I myself was ragged by a guy who was a friend of the anti-ragging squad head. Until some one being ragged has a problem and wants the anti ragging cell to get involved, the squad remains indifferent,” explains Sri Gayatri who studies at Sultan-Ul-Uloom Education Society.

Better times ahead

The consensus though points irrefutably to the decrease in severe cases of hazing. Anti-ragging squads and committees surveying campus activity have helped bring down the numbers while the University Grants Commission setting up anti-ragging helplines 24 hours a day has made a difference. The UGC’s mandate for educational institutes to form committees that will take action against reports of bullying also worked in that favour. Added to that, the Supreme Court declaring ragging as a punishable crime has made the consequences more dire for perpetrators.

Some colleges have taken a rather firm stand against it, even detaining their students if found guilty of misconduct.

“If you are caught ragging or if there is a complaint about a person ragging others, then he will be detained from college,” informs Ashwin of MVSR Engineering College’s anti-ragging measures.

Abishek adds, “We have an anti-ragging cell at Bhaskar College which suspends students if caught.”

“At Narayanamma college, the anti-ragging squad is selected by the students themselves. The punishment on being caught is a warning followed by suspension from college. Police patrolling is also occasionally taken up to keep a check on the same,” shares Sushma Reddy who passed out from G Narayanamma Institute of Science and Technology.

At the end of the day, students feels the concept of tomfoolery is alright as long as basic courtesy and consideration is maintained. The limits vary from person to person and keeping that in mind is important.

Says Sushma, “Ragging is a simple way that allows seniors and juniors to interact with each other. I was ragged on my first day – my seniors asked me to write a letter of proposal to someone. It’s some random thing that they make us do and we take it well. In fact, I look back now, and miss those times.”

KOCHI: Students in most city colleges will now be under constant watch with increasing number of colleges installing CCTV cameras in their campuses. College authorities' claim that this will help them track student movement and also ensure that college property is not vandalized. They added that it will curb rogue behaviour and prevent ragging in the campus. However, student organizations claimed that it was an infringement on their rights and college authorities had installed CCTVs to 'spy' on them and 'curtail their freedom of movement'.

Many professional, arts and science colleges in and around the city have already installed CCTV cameras in their library, classrooms, examination halls, walkways, isolated corners and parking bays. Recently, even University Grants Commission (UGC) in a circular to educational institutes had asked them to install CCTVs as an anti-ragging measure. The first circular was issued in 2009 and another order in November 12, 2013 made it mandatory.

"CCTVs are a basic necessity in campuses. No ragging or sexual harassment cases were reported in the college, but we don't want to take a chance," said Harry Cletus, principal of the St Albert's College, Ernakulam. Similar opinions were shared by the principals of Rajagiri School of Engineering and Technology in Kakkanad, Sacred Heart College in Thevara, St Teresa's College and Cochin University of Science and Technology where cameras have been installed.

But it was not easy for college authorities to install cameras. At St Albert's College, students had even damaged cameras right after installation. "But now they have accepted the decision", said a college.

It is this fear that has restrained Maharaja's College and Government Law College authorities from installing cameras. "We fear students with the support of major political parties will damage the device the moment we install it. But we will have to soon install cameras in the campus as UGC has made it mandatory to prevent ragging, harassment or eve-teasing inside the campuses," said a college principal on condition of anonymity.

"This is being done to target students actively engaged in fights for student rights. The facility can also be misused by a faculty," said SFI state secretary TP Bineesh, referring to an incident where CCTV footage was misused against a girl student in an engineering college in Alappuzha last year.

However, parents are of the opinion that cameras would definitely bring down untoward incidents and fights within the campus.

Ragging victim who is a BE first year student of SoET in his statement before Anti-Ragging Committee said that he was not ragged, but was beaten by senior. Ragging victim Rahul Ahirwar was beaten by his senior Shubham Tripathi and others on May 7. Seniors asked him not to wear jeans in the college before senior.

Two accused in ragging case still on the run

NOIDA: Nearly three weeks after a teenager was reportedly ragged brutally by seniors at a private institution here, police are yet to make any arrests. While two of the accused are on the run, the traumatized 18-year-old victim who had allegedly been slapped 400 times on camera and molested, claimed his life has been ruined by the incident. His family has slammed Asian School of Graphics and Animation (ASGA) for not safeguarding their son and have refused to allow him to return to the institute.

Police said several teams have conducted raids and visited Gorakhpur and Jalandhar to apprehend the accused. "Our teams have been conducting raids but so far we have not been able to make any arrests," said Shivram Yadav, DSP, Noida. "We had apprehended a third accused, who was a minor and produced him in the juvenile court. He has been released on bail," the DSP added.

Meanwhile, the victim told TOI that he has to appear for the university exams. "I have yet to complete much of my syllabus for my first-year exams next month. I do not know how I will be able to clear my papers as the incident disrupted my studies," he said.

"I am also worried as police have not yet arrested the people who ragged me. My parents are also concerned about my welfare," he said.

The victim's father excoriated police and the institute for putting his son in such a situation, and said he was contemplating fighting a legal battle till the guilty were punished and alleged that he had not received any assistance from ASGA which, he claimed, was trying to pressure him to accept a compromise.

The alleged ragging incident had come to light on April 17, when the first-year student alleged that he was thrashed and threatened with dire consequences by three seniors who had recorded a video clip of the torture and then blackmailed him for money.

रैगिंग लेने वाले छात्रों को पुलिस की मदद से निकाला

धमतरी (ब्यूरो)। मसीही अस्पताल के नर्सिंग हास्टल में रहने वाले यूपी के 2 छात्रों ने पहले तो रैगिंग लेकर जूनियर छात्रों को प्रताड़ित किया। जब उन्हें हास्टल से रेस्टीगेट कर दिया गया तो निष्कासन आदेश फाड़कर अस्पताल प्रबंधन को परेशान करने की कोशिश की। अंत में पुलिस की मदद से छात्रों को हॉस्टल से बाहर किया गया।

मसीही अस्पताल के अधीक्षक डॉ. संदीप पटौंदा ने बताया कि नवंबर 2013 एवं 28 अप्रैल 2014 को मसीही नर्सिंग हॉस्टल में नर्सिंग तृतीय वर्ष के 2 छात्रों के खिलाफ 5 छात्रों ने रैगिंग की शिकायत की। यूपी निवासी दोनों छात्र जूनियर छात्रों की विभिन्न तरीकों से रैगिंग लेकर उन्हें प्रताड़ित कर रहे थे।

पुलिस बुलाना पड़ी

शिकायत के आधार पर एंटी रैगिंग कमेटी ने जांच की। जांच में शिकायत सही मिलने पर दोनों छात्रों को कालेज से रेस्टीगेट कर दिया गया। इसी बीच दोनों छात्रों ने निष्कासन आदेश को फाड़ दिया। डॉ. पटौंदा ने बताया कि इसके बाद दोनों छात्रों को हास्टल से निकालने सोमवार 5 मई को पुलिस बुलानी पड़ी।

शाम को कोतवाली पुलिस के 1 एसआई, 2 एएसआई और अन्य स्टाफ नर्सिंग कालेज के हास्टल पहुंचा। इसके बाद दोनों छात्र खुद हास्टल छोड़ने राजी हो गए। कोतवाली पुलिस ने बताया कि छात्रों ने पुलिस की समझाइश के बाद हास्टल छोड़ दिया है।

नहीं रुक रही रैगिंग

धमतरी जिले में साल में 1-2 बार रैगिंग का मामला सामने आ ही जाता है। कड़े कानून बनने एवं हर कॉलेज में एंटी रैगिंग कमेटी होने के बावजूद सीनियर छात्र रैगिंग के नाम पर जूनियर छात्रों को प्रताड़ित करने से बाज नहीं आ रहे। वर्ष 2013 में पॉलिटेक्निक कॉलेज की छात्राओं द्वारा रैगिंग लेने का मामला सामने आया था।

अब मसीही नर्सिंग कॉलेज में रैगिंग करने वाले 2 छात्रों को रेस्टीगेट करने का मामला उजागर हुआ है। मालूम हो कि अपने परिवार से दूर हास्टल में रहने वाले छात्र रैगिंग के नाम पर हंसी, मजाक या शारीरिक, मानसिक प्रताड़ना के रूप में दूसरों को परेशान करते रहते हैं। जब मामला पुलिस तक पहुंच जाता है या किसी को निष्कासित कर दिया जाता है, तभी रैगिंग की घटना सार्वजनिक हो पाती है।

हॉस्टलों में रैगिंग रोकने नहीं इंतजाम !

जबलपुर। घर से दूर हॉस्टल में रहने वाले स्टूडेंट्स की सेफ्टी नजरअंदाज हो रही हैं। रैगिंग के सख्त कानून के बावजूद अफसर रोकथाम के लिए कोई कदम नहीं उठा रहे हैं। हॉस्टल के भीतर तो रैगिंग की घटनाओं को रोकने के लिए कोई इंतजाम तक नहीं हैं। ये एक दो जगह नहीं लगभग हर जगह एक जैसे हालात हैं। जिला प्रशासन भी स्टूडेंट्स के संवेदनशील मामले पर बेपरवाह है।

शिकायत पेटी गायब

रैगिंग की शिकायत के लिए हर हॉस्टल में शिकायत पेटी होनी चाहिए। ताकि विद्यार्थी गोपनीय रूप से शिकायत बाक्स में डाल दे। किसी भी सरकारी और निजी हॉस्टल में ये व्यवस्था नहीं है। जहां है, वहां पेटी से शिकायत प्रबंधन तक पहुंचने से पहले ही निकालकर गायब कर दी जाती है।

नंबर भी नहीं मालूम

हॉस्टल में वार्डन, पुलिस और प्रबंधन के आपातकालीन नंबर सार्वजनिक स्थल पर प्रदर्शित होने चाहिए। ताकि स्टूडेंट परेशानी के वक्त उसका इस्तेमाल कर सके।

कैमरे क्यों नहीं

हॉस्टल के भीतर स्टूडेंट्स की निगरानी के लिए सीसीटीवी कैमरे लगाने के लिए यूजीसी ने निर्देश दिए। इसके बावजूद किसी भी हॉस्टल में ये व्यवस्था नहीं की गई। फायर अलार्म की तरह आपात अलार्म भी लगाने के लिए यूजीसी ने कहा हुआ है।

समीक्षा तक नहीं

उच्च शिक्षा विभाग ने रैंगिग की रोकथाम के लिए प्राध्यापकों की कमेटी बनाकर समय-समय पर समीक्षा बैठक करने के निर्देश दिए हैं। पूरा सत्र बीत जाता है कोई समीक्षा बैठक नहीं होती है। रैगिंग की रोकथाम के लिए कागजों में कमेटी बन जाती है। कई संस्थानों में जो सदस्य कमेटी में शामिल होते है उन सदस्यों तक को नहीं मालूम होता है कि उनका नाम कमेटी में दर्ज है। क्योंकि किसी भी संस्थान में रैगिंग की रोकथाम के लिए बनी कमेटी का ब्यौरा ही प्रदर्शित नहीं किया जाता है। विश्वविद्यालय और कॉलेजों में यह स्थिति साफ देखी जा सकती हैं।

ये करके जिम्मेदारी खत्म

- एडमिशन के वक्त स्टूडेंट को साफ हिदायत दी जाती है। रैंगिग की रोकथाम के नियम-कायदे बता दिए जाते हैं।

- पहले महीने संस्थान में मुख्य द्वार पर शिक्षक खड़े होते हैं।

- संस्थानों में मैत्री दिवस के रूप में सीनियर-जूनियर के बीच मेलजोल करवाते हैं।

ये बिल्कुल नहीं होता

- संस्था में रैंगिग से जुड़े नियमों और अंजाम की जानकारी नहीं देते।

- यूजीसी के वीडियो को शुरूआत में छात्रों को नहीं दिखाया जाता।

- एंटी रैंगिग से जुड़े हेल्पलाइन नंबर और शिकायत प्रकोष्ठ की सूचना नहीं देते।

- रैंगिग को लेकर जागरूकता अभियान में स्वयंसेवी संगठनों को नहीं शामिल करते।

-पुलिस प्रशासन भी इस काम में कोई पहल नहीं करता है।

विवि ने सभी कॉलेजों को रैंगिग पर जीरो टोलरेंस नीति अपनाने के लिए निर्देशित किया गया है। विवि के हॉस्टलों में जागरूकता से जुड़े होर्डिग्स लगाए गए थे लेकिन वो किसी ने गायब कर दिए। हम जल्द ही प्रचार के लिए व्यवस्था करेंगे।

उज्जैन। विक्रम विश्वविद्यालय के स्कूल ऑफ इंजीनियरिंग में छात्र के साथ रैगिंग के मामले में शनिवार को एंटी रैगिंग कमेटी की बैठक हुई। कमेटी घटना की जांच कर चुकी है और अब सिर्फ आरोपी छात्रों के बयान होने शेष हैं। मुख्य आरोपी को इसके लिए तलब किया गया है। संभवतः वह सोमवार को अपना पक्ष रख देगा। हालांकि अब तक पुलिस आरोपी छात्रों को गिरफ्तार नहीं कर पाई है।

गत दिनों विभाग के छात्र राहुल अहिरवार को जींस टी-शर्ट पहनकर आने और विश नहीं करने पर सीनियर छात्रों ने पीटा था। घटना की शिकायत माधवनगर थाने में की गई थी। पुलिस ने शुभम त्रिपाठी सहित तीन छात्रों के खिलाफ केस दर्ज किया था। मामले की जांच कर रही विभाग की एंटी रैगिंग कमेटी ने एफआईआर की प्रति और अन्य साक्ष्यों के आधार पर रिपोर्ट तैयार की है। बताया जाता है कि मुख्य आरोपी शुभम को मोबाइल पर चर्चा कर बयान देने के लिए बुलाया गया है। वह सोमवार को अपना पक्ष प्रस्तुत कर सकता है। इसके बाद कमेटी अपनी रिपोर्ट प्रोक्टर को सौंप देगी। इसके बाद कार्रवाई की अनुशंसा कर इसे कुलपति के पास भेजा जाएगा।

पीड़ित छात्र से मांगी माफी

बताया जाता है कि डिपार्टमेंट को दिए गए घटना के लिखित आवेदन में पीड़ित छात्र राहुल अहिरवार ने आरोपी छात्र शुभम त्रिपाठी द्वारा माफी मांगे जाने की बात लिखी है। इससे दोनों पक्षों में समझौते के भी आसार हैं।

उज्जैन। विक्रम विश्वविद्यालय के शैक्षणिक परिसर स्थित स्कूल ऑफ इंजीनियरिंग में बुधवार को रैगिंग का मामला सामने आया है। जींस व टी-शर्ट पहनने तथा विश न करने से नाराज तीन सीनियर छात्रों ने एक जूनियर के साथ मारपीट की। पीड़ित छात्र की शिकायत पर माधवनगर पुलिस ने केस दर्ज किया है। चौंकाने वाली बात यह है कि केस दर्ज होने के बाद भी विवि प्रशासन घटना से अनभिज्ञता जता रहा है।

पुलिस ने बताया कि राहुल पिता एनडी अहिरवार इंजीनियरिंग डिपार्टमेंट में बीई (सिविल ब्रांच) प्रथम वर्ष का विद्यार्थी है। वह यहां होस्टल में रहता है। सुबह वह परीक्षा कार्यक्रम देखने डिपार्टमेंट में गया था। इस दौरान बॉयज टॉयलेट बंद होने पर वह साथी छात्र वीरेंद्र राजपूत को बाहर खड़ा कर गर्ल्स टॉयलेट में चला गया। बाहर आने पर सीनियर छात्र शुभम त्रिपाठी सहित तीन छात्रों ने उसे घेर लिया तथा कहा कि सीनियरों को विश नहीं करते और जींस, टी-शर्ट पहनकर यहां आते हो।

इसके बाद तीनों ने राहुल से मारपीट की तथा अपशब्द कहे। घटना के बाद राहुल अपने दोस्त के साथ सीधे माधवनगर थाने पहुंचा और शिकायत की। पुलिस ने धारा 294, 323, 506 के तहत शुभम त्रिपाठी सहित तीन छात्र के खिलाफ प्रकरण दर्ज कर मामले की जांच शुरू कर दी है।

पूर्व डायरेक्टर को की थी शिकायत

विवि की इतिहास अध्ययनशाला में प्राध्यापक डॉ. आरके अहिरवार पीड़ित छात्र के मौसा हैं। डॉ. अहिरवार ने बताया कि राहुल ने पूर्व में भी सीनियरों द्वारा परेशान करने की बात उनको बताई थी, तब डिपार्टमेंट के तत्कालीन डायरेक्टर उमेश पेंढारकर को संबंधित छात्रों की शिकायत भी की थी।

प्रभारी डायरेक्टर बोले मुझे पता नहीं

डिपार्टमेंट के प्रभारी डायरेक्टर डॉ. आरसी वर्मा ने घटना के संबंध में जानकारी होने से इंकार किया है। उनका कहना है कि मुझे इस बारे में कोई जानकारी नहीं हैं। वहीं छात्र राहुल ने बताया कि घटना की जानकारी लेने के लिए डायरेक्टर का फोन आया था। उन्होंने लिखित में आवेदन देने को कहा है।

गौरतलब है कि मंगलवार को ही विवि के कुलपति प्रो. जवाहरलाल कौल ने विभागाध्यक्षों की बैठक ली थी। इसमें उन्होंने डिपार्टमेंट में रैगिंग की घटनाओं पर अंकुश लगाने के सख्त निर्देश सभी एचओडी को दिए थे।

लिखित शिकायत नहीं

किसी भी छात्र की तरफ से लिखित में रैगिंग संबंधी कोई शिकायत विवि को नहीं की गई है। आवेदन मिलने पर संबंधित डिपार्टमेंट की एंटी रैगिंग कमेटी मामले की जांच करेगी।

“Although we have objections over election results, we will not be part of any campaign which may destabilize the democracy. Supporting Imran Khan is tantamount to derail the democratic system,” said Rabbani while speaking to media persons outside the Supreme Court.He claimed that hand of a ‘powerful agency’ is behind Imran Khan for his campaign.

Student from Britain ragged in Bengal, two held

Kolkata: Two senior students of a hotel management institute in Kolkata were arrested Tuesday following a complaint of ragging by a student from Britain, police said. 

Ricky Das, a first year student of International Institute of Hotel Management at Salt Lake on the outskirts of the city, Thursday filed a complaint with the Electronic Complex police station alleging ragging by five of his seniors. 

"We today (Tuesday) arrested two of the students named in the complaint. The rest are absconding but we are hopeful of apprehending them soon," said a police official.  

Das, whose mother resides in Birmingham in Britain, took admission in the hotel management institute about three months ago. He alleged that he was repeatedly harassed both physically and mentally by his seniors. He also alleged that he sustained injuries on his head and received treatment at a private nursing home. 

Several premier educational institutions in West Bengal have been in the news in the recent past for incidents of ragging. 

While five students of the Bengal Engineering Science University in Howrah were expelled for being involved in ragging, two students of the city's Jadavpur University met a similar fate a few months ago.

Kolkata: The principal of a church-run school in West Bengal who was blamed and arrested for the death of a Class 5 student allegedly after being ragged, will resume her duty from Monday, a diocese official said. 

"Helen Sircar would be resuming her duties as the principal of the school Monday. We have also decided to enhance the security of the school and hired more private security personnel," said Abir Adhikari of the Calcutta diocese of the Church of North India (CNI) which runs the school in North 24-Parganas district. Sircar, principal of the Christ Church School in Dum Dum in the district, was arrested Sep 12 night and subsequently remanded in police custody for three days following protests by parents who blamed her for the death of 10-year-old Oindrila Das. Sircar was later granted bail. 

Oindrila died September 11, a week after she was allegedly locked up inside the school toilet by some of her seniors who demanded money from her. 

Following the death, a mob comprising mostly parents and guardians vandalised the school and forced Sircar to publicly apologise for Oindrila's death, as well as step down from the principal's chair. 

The Sep 12 vandalism led to the closure of the school for a fortnight before it was restored and reopened Sep 27. 

An independent inquiry committee as well as a monitoring panel was instituted by the West Bengal Association of Christian Schools (WBACS) to look into all the allegations in the matter. 

The West Bengal Human Rights Commission also expressed "serious concern" over the events and directed the state home secretary to order a probe. 

Around 1,000 Christian schools in the state were shut Sep 19 to protest the ransacking and alleged police inaction during the vandalism. 

A delegation of church officials also met Chief Minister Mamata Banerjee, seeking protection for minority-run institutions in the state.

New Delhi: The National Human Rights Commission (NHRC) on Tuesday sought reports from the director of a city-based college and local police authorities over an alleged case of ragging and police inaction. 

The Commission has issued notices to the director, Pandit Deen Dayal Upadhyay Institute for the Physically Handicapped (DDUIPH), here and the Deputy Commissioner of Police, Central Delhi, seeking reports in a complaint alleging ragging and assault by senior students and police inaction.They have been given two weeks time to respond. The Director of the Institute has also been asked to provide adequate protection to the first year students," a statement released by NHRC said. 

The complainants comprising a group of first year students alleged that on September 27 some seniors in their institute ill-treated and harassed them and when they objected, they were beaten up. 

They also alleged that they called the police but it did not take any action, the statement said.
